JOB DIMENSIONS

The service holder will ensure that all pre-commissioning and commissioning activities in his Package are prepared and executed according to OPERCOM methodology and ICAPS Mobiweb in a safe and efficient manner, adhering to the planned schedule. This role involves close coordination with the EPCC package commissioning manager.

Key Responsibilities:

  • Manage and expedite the review and approval process of the EPCC contractor commissioning plans and procedures.
  • Report the project pre-commissioning and commissioning progress.
  • Manage and coordinate the package commissioning supervision.
  • Support the coordination of commissioning interface points.
  • Oversee the reviews and approval of the commissioning dossiers.
  • Ensure smooth coordination with the Manufacturing organization.

The main challenge is to ensure that the AMIRAL Commissioning is done according to COMPANY specifications and that OPERCOM methodology and ICAPS are consistently implemented across different site activities with various interfacing between packages. The focus will be on ensuring a smooth handover to operations. The jobholder must anticipate or identify problem areas or potential conflicts (within the Company or between the Company and Contractor), communicate effectively with different teams, and ensure effective liaison between all parties.

Additional Responsibilities:

  • Initiate all corrective actions to meet commissioning targets, if any.
  • Consolidate weekly and monthly project pre-commissioning and commissioning reports.
  • Arbitrate commissioning activities priorities based on the start-up sequence.
  • Ensure the development of an integrated commissioning schedule by the EPCC Contractor.
  • Define Package organization for walkthroughs and punching.
  • Lead the commissioning integrated team for witnessing activities.
  • Review and approve the EPCC plan and procedures for simultaneous operations (SIMOPS).
  • Manage the review of the OTP procedures.
  • Develop the package FAT/SAT organization (Vendor/Contractor/Package/Manufacturer).
  • Review the Vendors' assistance for commissioning.
  • Coordinate the handover plan of the systems to Operation.

ACTIVITIES

The service provider will implement adequate supervision and control for the works, in order that all commissioning activities are executed in accordance with the overall Package schedule.

  1. Prioritize HSE, ensuring all personnel are adequately trained, comply with job instructions, and address potential hazards immediately. Stop work execution if safety is not guaranteed.
  2. Control and assist EPCC Contractor for pre-commissioning and commissioning preparation, including reviewing planning, organizational requirements, materials/means to optimize the schedule.
  3. Review all Pre-commissioning and Commissioning documentation, procedures, engineering drawings, method statements, equipment, and proposed execution planning.
  4. Review and/or approve Operational Test with manufacturing team and identify resource requirements.
  5. Manage multidiscipline staff and contractors for commissioning preparation in line with PERCOM and all applicable specifications. Ensure resources are mobilized on time.
  6. Manage interfaces with the Contractor for all commissioning-related matters during the project.

CONTEXT AND ENVIRONMENT

Two companies are developing a new petrochemicals expansion project in the Kingdom of Saudi Arabia integrated with their existing joint venture SATORP that is a world-class refinery operated since 2014. It is flagship megaproject for the two Companies, referred to as AMIRAL project, and is an important deployment step in the group strategy to develop fully integrated production sites.

The AMIRAL project is run through the SATORP JV located in the east coast of the KSA, and as such all the project personnel are seconded to SATORP.

The project includes a mixed-feed steam cracker that will produce 3.5 MT/y of chemicals, related high added value petrochemicals and HDPE units, with all supporting utilities, storages, off-sites, and buildings.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Advanced Expertise (15 years of experience in required technical field)

OTHER OBSERVATIONS

  • Good knowledge of erection work execution.
  • Advanced relevant construction work experience, preferable in Middle East Oil & Gas industry.
  • Strong knowledge of construction safety standards.
  • Interpersonal skills: ability to work with others in collaborative manner.
  • Ability to efficiently manage multiple tasks and priorities simultaneously and ability to manage changing priorities.
  • Experience in integrated projects and joint Venture organizations.
  • Knowledge of safety and environmental aspects of major construction projects.
  • Ability to adapt to changes and to work in an international multi-cultural project environment.
  • Ability to work as a member of a project Team, to liaise, coordinate and positively communicate with the involved different Parties (Contractors, project Entities, auditors, other disciplines representatives, experts, project people, PMT EPCC packages, etc.).
