Parsons is looking for a talented and highly competent Commercial Manager to join our team!

In this role, you will join a professional Project Management team that is involved in multiple projects on a program being developed by Diriyah Gate Development Authority. Anchored to the UNESCO World Heritage Site of At Turaif, it is intended to become a world-class cultural heritage destination for the people of the kingdom and for visitors looking to discover the essence of Saudi Arabia. Phase 1 consists of a 7.5km master plan separated into 5 districts, each with a blend of asset classes all of which are being designed in the Najdi architectural style and are well underway so you will be joining the program at an exciting and challenging time.

The complexity and demand of the projects has led to an exciting opening for a Commercial Manager position. This role will focus on provision of cost and commercial services and support to the wider project commercial team.

What You'll Be Doing:

The role requires the holder to work as an integrated member of various key Project Teams, providing professional commercial support (encompassing financial management, commercial management, and contract support.

The Contract, Commercial, Cost and Procurement team is responsible for providing the full range of cost, commercial and procurement services to the client. The Commercial Manager will be assigned initially to the procurement team and as the project progresses the role will develop into post contract services. Therefore, the successful candidate will need to be a pro-active member demonstrating the appropriate skillsets to undertake all aspects of the services from pre-contract to procurement and tendering, plus post contract services.

Pre-contract Cost Management Services:
  • Prepare and assist in Cost Plans and Pre-Tender Estimates (at different stages of design) for each project,
  • Evaluate any identified Value Engineering opportunities,
  • Review, estimate and advise on any design changes throughout each design stage,
  • Oversee the preparation of Bills of Quantities for each projects

Procurement Management Services:
  • Contractor engagement using the client procurement processes and online portals,
  • Prepare procurement strategy documents,
  • Prepare and manage the procurement schedule,
  • Assist in the drafting of Requests for Proposals (RFPs) and Tender documents for design, engineering and/or construction services for approval,
  • Manage and advise on procurement as necessary, including review of documents for issuing to bidders and preparation of Tender Reports and other documents for assessment of tenders,
  • Assist and prepare estimates as necessary, carry out tender analysis and benchmarking,
  • Tender Evaluation,
  • Prepare Award Recommendation Reports,
  • Contract Preparation, including review all contract documents to ensure congruity and to minimize patent and latent ambiguities.
Post Contract Cost Management Services - Generally:
  • Cost Reporting on Monthly Basis,
  • Support and evaluate on risk management,
  • Prepare and maintain over all Cashflow Forecast,
  • Prepare, assist and maintain, commercial, procurement and contractual elements of monthly client and PMO reports,
  • Prepare and maintain consolidated Contract Logs, i.e. Insurance, Bonds, Claim Notifications and Responses,
  • Attend Commercial Meetings and records minutes of meetings.
Post Contract Cost Management Services - Project Specific (Both Contractors and Consultants)

Change Management
  • Change Control. Evaluate the necessity/feasibility of all potential changes,
  • Identify potential variations and prepare Advance Warning estimates, particularly for where change is not initiated by DGCL,
  • Prepare RFCs and VOs,
  • Produce estimates of cost impact in terms of time and measured works.
  • Maintain Advance Warning, RFC and VO Logs
Cost/Contract Administration
  • Assist with administration of on-going Contracts, including monitoring Contractor and Consultant compliance with the Contract documents,
  • Prepare correspondence and maintains records necessary to ensure the effective administration of all Contractual matters
  • Prepare and record project specific cost report for consolidation into the PCR,
  • Prepare and maintain project monthly cashflow for consolidation into the overall cashflow report,
  • Monthly Interim Payment Certificates,
  • Ensure all warranties, bonds, insurances, guarantees, etc. are in place and maintained and updated in accordance with the Contract and comply with the contract requirements,
  • Prepare and maintain Contract Logs, i.e. Insurance, Bonds, Claim Notifications and Response,
  • Ensure all steps of the change process are managed in accordance with the requirements of the relevant contracts, paying attention to times allowed for notifications and responses, so that Employer is not exposed to claims due to failure to follow process,
  • Preparation and issuance of Engineer's Instructions to Contractors
  • Preparation of Variation Orders and Contract Amendments to Contractors and Consultants,
  • Manage termination and suspension process for any construction contract or service agreement, including advising DGCL on process of each contract, and estimating the cost implications,
  • Prepare Final Accounts for measured works,
  • Facilitates the contract close-out procedures to ensure that all terms and conditions of contracts have been complied with before final payment to the contractor.
What Desired Skills You'll Bring:

Excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required,

Have a perfect knowledge of excel software, and be very familiar with all other Microsoft Office applications,

Be organized in your work, and expediting the tasks in a short period,

Used to working under pressure,

Perform other duties as assigned by the line manager/supervisor.

Pre and post contract experience working for Cost Consultants, Employer's/Developers/end users, Contractors or Project Managements Consultants essential,

Experience in preparing and/ or managing claims desirable,

Experience in MEP, including the ICT/ELV work would be a benefit,

Minimum Clearance Required to Start:

Required Qualification, Experience, Skills and Knowledge:

• BSc Degree in Quantity Surveying or Engineering and have a minimum of 15 years' experience, with at least 8 years' experience in the GCC.

• Professional Membership such as RICS, CIArb.
