Associate Director - Procurement (Infrastructure)

This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development including sports facilities, entertainment, and arts along with all associated infrastructure.
Mace is currently providing programme management and looking for high-calibre experienced professionals to lead integrated teams throughout each phase of the project.
The infrastructure procurement manager will oversee the procurement activities for a large-scale infrastructure project. This role involves strategising, coordinating, and managing the procurement processes to ensure timely and cost-effective acquisition of goods and services essential for the project's success.
The ideal candidate will have extensive experience in procurement within the construction and infrastructure sectors, with a focus on large-scale projects and specific experience in Middle East government procurement processes. Ensuring strict adherence to company procurement processes and procedures is critical.
You'll Be Responsible ForProcurement strategy and planning:
- Develop and implement procurement strategies aligned with the project's objectives and timelines.
- Conduct market research to identify potential suppliers and assess market trends.
- Create procurement plans, including timelines, budgets, and risk management strategies.
Supplier management:
- Identify, evaluate, and prequalify potential suppliers and subcontractors.
- Negotiate contracts, terms, and conditions with suppliers to secure advantageous terms.
- Establish and maintain strong relationships with suppliers and ensure compliance with project standards and requirements.
Contract management:
- Draft, review, and manage contracts, ensuring they align with legal and project requirements.
- Monitor contract performance and ensure compliance with terms and conditions.
- Resolve any disputes or issues that arise during the contract execution.
Procurement operations:
- Oversee the entire procurement process from requisition to delivery.
- Ensure timely procurement of materials, equipment, and services to avoid project delays.
- Monitor and control procurement budgets and expenditures.
Compliance and process adherence:
- Ensure strict adherence to company procurement processes and procedures.
- Maintain accurate and detailed procurement records and documentation.
- Conduct regular audits and reviews to ensure compliance with company policies and regulatory requirements.
Risk management:
- Identify and mitigate procurement-related risks.
- Develop contingency plans to address potential disruptions in the supply chain.
Team leadership and collaboration:
- Supervise and mentor the procurement team, fostering a collaborative and high-performance culture.
- Coordinate with project managers, engineers, and other stakeholders to ensure alignment on procurement needs and schedules.
- Communicate procurement status and issues to senior management and other relevant parties.
You'll Need To Have- Bachelor's degree in supply chain management, business administration, engineering, or a related field.
- Extensive experience in procurement, with at least 5 years in a senior role within the construction or infrastructure industry.
- Necessary visa criteria for the Kingdom of Saudi Arabia and relevant work experience working on high-valued projects/programmes for a project management consultancy business, which are required for immigration and client approval.
- Proven experience in managing procurement for large-scale projects.
- Strong negotiation, contract management, and supplier relationship management skills.
- Excellent analytical and problem-solving abilities.
- Proficient in procurement software and tools.
- Strong understanding of market dynamics and industry standards.
- Exceptional communication and interpersonal skills.
- Relevant certifications such as CPM (Certified Purchasing Manager) or CPSM (Certified Professional in Supply Management) are required.
