Job description

***Clarification on SMP Contract: It is a Supplementary Manpower service contract job in which prospective applicants are interviewed and salary determined by NEOM interview panel; and being employed under the payroll of SMP Contract (SMP Vendor). Successfully mobilized candidates would be under the visa sponsorship of SMP Vendor Company/Contract.

ROLE OVERVIEW

The primary purpose of the Commercial Lead within the Commercial & Estimating Management function within NEOM Operations Support is to be the primary point of contact that will be responsible for the execution of the lifecycle cost control requirements associated with all contracts and purchased orders of various sizes and complexities. The role will be essential in executing the following tasks:

  1. Financial monitoring, tracking, and processing of Interim Payments,
  2. Commercial Negotiations,
  3. Assist Procurement Department Commercially,
  4. Corresponding with Contractors / Consultants,
  5. Assist with the preparation of Commercial Reports,
  6. Preparation of Cost Estimates, and
  7. Preparations of Statements of Final Account.

REQUIREMENTS SUMMARY

The Commercial Associate SMP responsibilities will include, but not be limited to:

  1. To prepare and/or supervise the preparation of agreed costs within contract documents.
  2. To apply a high standard of quantity surveying (Cost Estimation) and using industry best practice.
  3. Reviewing bids and cost proposals.
  4. Assist with the preparation of requests for proposals (RFP's) for distribution to vendors.
  5. Analyses all commercial related requirements and provisions in contracts.
  6. Monitoring all warranties, bonds, insurances guarantees etc. to ensure they are maintained and updated.
  7. Advising on lessons learnt for all future contract modifications.
  8. Visits sites and meets when needed with all other NEOM staff.
  9. Monitors the performance of each signed contract.
  10. Ensures that business goals are accomplished.
  11. Communicates contractual concerns to management and/or subordinates.
  12. Maintains a computer database for the company's Commercial Management information.
  13. Coordinates with the finance department to ensure all correct billing and collection of revenues.
  14. Conducts special Commercial tasks as assigned.

Knowledge, Skills and Experience

  1. Knowledge of international standard methods of measurement.
  2. Ability to interact with senior representatives of all organizations/departments.
  3. Possesses excellent persuasion, negotiation and judgment skills.
  4. Demonstrates excellent written and verbal communication skills.
  5. Experience in Cost Estimation and Interim Payments.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, Economics, Business Administration, Accounting, or closely related major, or a master's degree in business administration (MBA) from an accredited university and 5+ years of related experience or 12+ years of relevant experience.
