Systems Assurance Manager (O&M)

Qatar

Parsons is looking for a senior Systems Assurance Manager (O&M) to join our team! In this role you will lead a project team performing a variety of engineering tasks related to the design, development, integration, operation, and maintenance of complex technology systems.

What You'll Be Doing

  1. Support the Railway Regulator in managing and coordinating activities related to issuing and renewing Safety Certification of the railway operators and infrastructure managers.
  2. Supervise compliance of railway operators and infrastructure managers with the requirements stated in the Safety Certificates to maintain a level of risk that is at least as low as reasonably practicable (ALARP).
  3. Advise the Railway Regulator on establishing legislation, plans, procedures, and regulations for safety certification.
  4. Assess that Safety Engineering and Safety of Operations activities are undertaken as described by state-of-the-art practices such as EU legislative framework, Common Safety Methods, Yellow Book, and EN5012x standards.

This is a Key Safety Management Position

Safety Certification

  1. Assess the conformity with safety requirements of railway undertakings and infrastructure managers when applying for safety certificates or for their renewal.
  2. Author railway safety legislation and guidance, facilitating consultation with railway operators and infrastructure managers during law-making and guidance-making processes.
  3. Contribute to the Railway Regulator’s strategic planning and policy formulation.
  4. Operational Responsibilities:
  5. Liaise and interface with Ministry of Transport (MOT) staff in all matters regarding Safety and Railway Regulation.
  6. Contribute to drafting of Qatar’s Railway Laws within safety and certification of operators and infrastructure managers in close cooperation with MOT.
  7. Take full responsibility for providing expert regulatory support to the MOT.
  8. Develop and recommend best industry practices in the railway safety domain.
  9. Advise developers, contractors, operators, and maintainers on their risk management strategies and provide regulatory input for applications for Safety Certification.
  10. Undertake supervision audits of the Operators and Infrastructure Managers to verify compliance with Safety Certificates and railway safety legislation.

Key Relationships

  1. Provide effective leadership in the safety certification process to ensure close cooperation between all stakeholders for an effective and smooth approval process.
  2. Provide guidance, support, and liaison with Operators and Infrastructure Managers on Engineering Safety and Safety of Operations.

Accountability

  1. The job holder will be accountable for the timely delivery of the intended MOT objectives and to ensure that schedule and performance issues are addressed within the safety certification team, ensuring viable action plans are put in place and followed to completion.

What Required Skills You’ll Bring

  1. Bachelor's Degree in Engineering or an equivalent technical/scientific discipline specifically related to the area of specialty.
  2. Minimum 10 years experience in Railway Safety and Regulations; safety approvals and decision-making with special emphasis on experience in EU legislation and EN 5012X. Extensive experience in safety certification of large complex railway projects/railway engineering, construction, and bringing assets into use.
  3. Previous experience in a Railway Regulator role (5+ years) is a must for this position, as well as detailed knowledge of Safety Management Systems and related best practices.
  4. Experience in building relationships with and influencing a range of people at all levels within and outside the organization.
