An exciting opportunity to join new projects with a leading Oil & Gas Operator based in Qatar. They are looking for Head Electrical Engineering to join ASAP. The role is an initial 3-year contract working 6 days per week / 10 hours per day and will be based initially in France for 5-6 months and then relocating to Qatar for the remaining period.

Job Description

Job Purpose
Responsible for overseeing Electrical Engineering activities during NFW Onshore FEED, ensuring all technical requirements such as project specifications, data sheets, etc. are in full compliance with project requirements, standardized processes, and are delivered to the highest technical quality standards.

Provide clear guidance to the FEED contractor, sub-contractors, and vendors and facilitate resolution of electrical technical issues to complete electrical engineering activities such as design, procurement, and integration with NFS to meet project objectives and milestones.

Reporting and Relationships
Reports to Engineering Manager - NFW FEED Project.

Internal
Regular interface and collaboration with NFW and NFS Process, I&CS, Telecom, Mechanical, Machinery, Civil/Structural, Loss Prevention Heads. Interactions with Interface, Operations representatives, and Project Engineers within the NFW and NFS Onshore Projects organization.

Frequent contact with NFW & NFS Construction, Quality, Operations, SHEQ, and QE-LNG Engineering departments as required.

External
Periodic/As-required interaction and communication with Kahramaa and RLC representatives.

Regular contact with FEED Contractor, Vendors, sub-contractors, and specialist consultants.

Occasional engagement with shareholder representatives.

Job Context & Major Challenge(s)
Ensure all technical activities associated with the NFW electrical engineering discipline by the FEED contractor, and all third parties such as vendors, consultants, sub-contractors, etc., are executed to NFW Project's specifications and QE-LNG requirements with respect to electrical engineering including electrical balances, Licensor integration, power generation, and distribution systems.

Carry out technical evaluations, including risk-based evaluation of complex engineering issues, resolution of electrical-related matters with significant project execution and/or commercial impact to ensure optimum outcomes to meet technical and execution expectations.

Major challenges for this role include (1) effectively managing FEED to produce timely deliverables, (2) maintaining constructive working relationships with FEED to ensure delivery of engineering work scope in accordance with project requirements, (3) maintaining strong relationships with key stakeholders (e.g. Operations, Kahramaa), and (4) ensuring high quality of electrical engineering deliverables.

Large scale and high voltage electrical power supply and demand requirements.

Key Job Accountabilities
Accountable for ensuring execution of work is technically aligned and in compliance with QatarEnergy LNG Operations, Policies, Standards of Business Conduct, and Qatargas Project Management System (QGPMS).

Leads electrical engineering design and planning activities and ensures FEED contractor develops detailed design in accordance with local regulatory requirements, industry standards, project specifications, and any approved variations.

Plan and schedule Electrical Engineering deliverables, including design/project philosophies, specifications, and procedures to enable efficient execution in meeting project milestones/schedule.

Review, evaluate, and advise on electrical simulations, optimization, in compliance with design methods, safety factors (for Large Electrical Generation and Distribution System, Large motor drivers, VFDs in both Motoring and Generating modes, combined cycle power generation, HV switchgears, Electrical Integrated Control System (ELICS), and Power management System for Generation, Load sharing, and Distribution Control).

Review technical aspects of electrical equipment purchase orders with NFW FEED Contractor and vendors in accordance with the roles and responsibilities stated in applicable contract(s) to ensure safe and seamless integration of new electrical equipment into the NFS EPC project.

Preparation of procurement as needed, including for Long Lead Items.

Monitor and provide guidance to FEED Contractor to ensure key discipline deliverables, progress/milestones are met. Recommend additional technical support where necessary to address gaps.

Coordinate and analyze discipline issues for resolution. Provide Electrical Engineering input to other engineering disciplines, construction, procurement, etc. as necessary. Support commissioning, start-up, and system completing activities and make appropriate recommendations to management on Electrical matters.

Lead Electrical interface coordination with NFS onshore, NFS offshore, RLIC, and Kahramaa power supplier, or any third party, as required, during FEED.

Contribute to Safety analysis studies such as SAFOP, HAZOP, or HAZID and provide the required input to support project management in key decision-making. Participate in sharing lessons learned, together with capturing current lessons learned to benefit future projects.

Part B: Person Specification - Minimum Requirements
Qualifications
Bachelor Degree in Electrical Engineering or equivalent.

Knowledge and/or Experience
15 years' experience of Electrical Engineering, preferably in a major LNG Project. Broad knowledge of engineering execution including design standards, specifications, codes, safety criteria, onshore LNG facilities, and utility systems design, construction, and operations.

Requires demonstrated broad Electrical equipment and systems experience (HV/MV/LV) electrical systems design, transformers, switchgear, power management systems, electrical system controls for reactive and active power sharing, power distribution control, large Motors (40MW+) and familiarity with relevant manufacturing processes and relevant industry codes.

High voltage and large-scale onshore power design requirements.
