Job description

The role of technical advisor is to support the ministry in identifying gaps and suggesting policy interventions and instruments to boost economic diversification and growth in various sub-sectors of industry, with particular emphasis on engineering, fertilizer, sugar, chemical, steel, cement, automobile, plastic, leather, sports, paper, electronics, construction, and expert advice on taxation issues.

Key responsibilities:

  • Carry out detailed studies of industrial policies to identify gaps and suggest policy interventions and instruments to boost economic diversification and growth in various sub-sectors of industry.
  • Prepare and implement 5-year long-term and short-term industrial development plans at sector and sub-sectoral levels.
  • Assist in making the best use of international cooperation from various international development partners such as the World Bank, Asian Development Bank, Asian Infrastructure Development Bank, UNIDO, etc.
  • Prepare a roadmap for the promotion of SMEs.
  • Evolve strategies for establishing Industrial Parks and Export Processing Zones with one-window facilities to attract foreign and local investors/industrialists.
  • Assist in connecting Pakistan to the global value chain by identifying the latest technological trends and suggesting strategies for their introduction in the national industrial sector.
  • Analyze world markets to find business/export opportunities for Pakistan.
  • Provide analysis and recommendations regarding the relocation of China funding in Pakistan's SEZ/EPZs and the comparative advantage of the Pakistani market.
  • Analyze tariff/tax proposals for inclusion in the finance bill.
  • Assist in implementing SME promotion policies.

Qualification and experience:

M.Phil/MS degree in Engineering with:

  • A minimum of 20 years of professional/technical experience in public sector industrial development institutions, international industrial/trade organizations, or private sector industrial organizations.
  • In-depth knowledge of tax issues in Pakistan's industrial sector, manufacturing sector, causes of weaknesses in the industrial base, tax regimes, and success factors of South Asian emerging economies.
  • Technical knowledge of economic modeling, projection, forecasting, analytical skills, and extensive research on industrial development issues.
