Product Management and Delivery Lead

Phase 1: Current State Assessment & Scope Definition

• Assess the existing data and product landscape within the WeBOC system
• Understand business and technical requirements by reviewing documentation and engaging stakeholders to align on project scope
• Identify key data assets and strategic opportunities for leveraging data as a product (DaaP)
• Define the scope for WeBOC data strategy, modules and features being developed, database requirements, and go-live timelines to ensure alignment with stakeholders
• Deliverable: Current State and Scope Document.

Phase 2: Develop Implementation Workplan and Estimate Software & Hardware Requirements

• Develop a detailed implementation workplan for the new WeBOC system, outlining the key activities, timelines, dependencies, and critical path based on the mutually agreed scope
• Define a governance framework for risk management, conflict resolution, stakeholder engagement, and communication throughout the implementation process
• Collaborate with relevant technical leads to estimate the capital expenditure (CapEx) and operational expenditure (OpEx) pertaining to the database and overall data architecture required to cover data strategy as well as AI/ML use cases in the new WeBOC system
• Gather inputs on hardware requirements, proprietary software tools licensing costs, and other relevant expenses
• Deliverables: (Based on the Scope) Implementation Workplan and a budget required to implement necessary database and data architecture in the new WeBOC system, including CapEx and OpEx estimates.

Phase 3: User Journeys & UI/UX Development

• Lead the development of user journeys, ensuring that business workflows are clearly defined before transitioning to database design
• Collaborate with stakeholders to translate user journeys into user stories, which will serve as the foundation for wireframes and high-fidelity design
• Work with the UX/UI team to ensure that wireframes and high-fidelity designs are completed before database design begins
• Ensure alignment of UI/UX design with overall product strategy, AI/ML use cases, and data requirements
• Deliverable: User Journeys and UI/UX Design Documentation based on Scope Document.

Phase 4: Define Product-Driven Database Requirements

• Define product-driven database requirements, ensuring they support data product functionalities, BI reporting, and AI/ML use cases in the future
• Work with stakeholders to ensure business needs and technical constraints are reflected in database requirements
• Establish data governance policies that align with database design and data migration
• Deliverable: Product-Driven Database Requirements Document.

Phase 5: Oversee Database Development

• Oversee the development and deployment of the database within the WeBOC system
• Oversee database migration, ensuring smooth transition from legacy systems without disrupting product functionalities
• Collaborate with the technical team to establish ETL processes, ensuring data is available for product features and analytics
• Deliverable: Deployed Database based on the Scope Document.

Phase 6: BI Reporting & Data-Driven Decision Making

• Lead Use Case development with the PSW team and scope BI reporting requirements
• Oversee the development of BI reporting solutions and analytics dashboards
• Ensure reporting capabilities align with business intelligence needs and regulatory requirements
• Develop a self-service analytics framework, allowing users to generate insights independently
• Deliverable: Operational BI Reporting System and Dashboards based on the Scope Document.

Phase 7: AI/ML Product Development & Deployment

• Lead Use Case development with the PSW team and select AI/ML Use Cases
• Oversee the development and deployment of AI/ML models within the WeBOC system
• Ensure alignment between AI/ML model development and the underlying data architecture
• Define KPIs and success metrics for evaluating AI/ML product performance
• Collaborate with technical teams to ensure proper model integration, testing, and validation
• Deliverable: Deployed AI/ML Models based on the Scope Document and agreed Use Cases.

Phase 8: Documentation & Change Management Support

• Create training materials and user guides for stakeholders to ensure smooth adoption of new systems
• Support change management efforts, including stakeholder engagement, communication strategies, and training sessions
• Assist in defining a post-implementation support framework to address any adoption challenges
• Deliverable: Final Documentation and Change Management Plan based on the Scope Document.

Requirements

• Bachelor's or Master's degree in Business Administration, Product Management, or a related field
• 15+ years of experience in product management, product strategy, project management, or a related field
• Experience of developing product strategies and project management of data management, governance, and AI projects
• Experience of public sector data management, governance, and AI projects
• Strong understanding of the product development lifecycle and agile methodologies
• Experience in conducting user research and usability testing
• Excellent communication, interpersonal, and stakeholder management skills
