About the Project

The anticipated USAID/Pakistan Foundational Learning Activity aims to enhance student learning outcomes in reading and math and prevent school dropout by enabling teachers, head teachers, and local education administrators to improve the quality of education.

Position Description

We are seeking a Deputy Chief of Party (DCOP) to lead programmatic activities, provide technical direction, and managerial supervision across the three components of the program. This position will be based in Pakistan and report to the Chief of Party.

Responsibilities:

• Interface with counterparts for overall direction of the program in absence of the COP.
• Advise and consult with government counterparts and ensure effective, quality technical assistance on remedial education.
• Establish and maintain cooperative relationships with key stakeholders, including host government counterparts, other government bodies, partners, and stakeholders.
• Support the Chief of Party in submitting contractual deliverables and expected results.
• Organize and lead technical project staff to ensure integration across activity components at national and sub-national levels.
• Mentor, lead, and manage teams to revise or develop high-impact inclusive teaching and learning materials.
• Drive cross-cutting issues of gender and inclusion across activity components.
• Ensure timely data collection to inform and monitor technical implementation.
• Lead technical working groups and support government counterpart technical staff to implement program elements.

Qualifications:

• Master's degree and 10 years of experience or bachelor's degree and 12 years of relevant experience in technical and management roles on education improvement programs.
• Eight years of progressively responsible experience implementing projects similar to this activity in terms of complexity, scope, and budget.
• Demonstrated experience working with the Government of Pakistan at all levels.
• Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
• Experience managing teams across different technical specializations.
• Proven ability to achieve concrete results under time constraints.

This position is contingent upon award and funding. Estimated salary: $90,000 - $120,000 per year.
