Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

Responsibilities

The Concept/Process Engineer (cluster) is responsible for the feasibility, identify/assess and select phases of engineering projects and for providing process engineering support for the cluster in South Assets. He is directly accountable for:

1. The conceptual studies relating to Field Development Plans (FDP), Urban Plans / Asset Reference Plans (ARP), and Concept Selection Reports (CSR), covering development, integrity, infrastructure and HSE projects assigned to him in the cluster.
2. Provision of process engineering support during the execution of the surface projects.
3. Budget planning and Program build activities for the cluster.
4. Special Trials and Studies coordination with Function and/or Shell TSA.
5. Operations support and optimization.

Education & Experience

1. Bachelor's degree in chemical or Process engineering.
2. Minimum 7 years in Oil & Gas experience.
3. Minimum 3-4 years in Concept/ Process Engineering activities in Oil & Gas industry.
4. PC literate. Good spoken/written English.
5. Good communicator and good inter-personal/leadership skills.
6. Acting as a champion to break new grounds and is self-motivated.
7. Fully versed with Process principles, techniques and industry standard software and standards. e.g. ASME, API, NACE etc. Familiarity with PDO or Shell standards and guidelines, is an advantage.
8. Meets Minimum requirements of Technical Authority of TA-3 in Concept & Process discipline.
9. Knowledge of HSE and AIPSM.
10. Ability to think strategically and link the company-wide targets to individual facilities. Highly analytical, with track record of strong verbal and written communication. Knowledge of typical gas process plant design, gas transportation systems and the associated computer tools.
11. In depth knowledge in engineering deliverables of Oil & Gas projects encompassing Development (both Green field and Brown field) integrity replacement, Process safety and Environmental projects.
12. Ability to interface and network effectively within the discipline and with other disciplines across a wide range of organizational boundaries (Petroleum Engg, Exploration, Operations, Maintenance and Integrity line, Function, Project Engineering, HSE).
13. Cost focused; practical approach, business aware and looking for opportunities to reduce costs, increase efficiencies and utilize synergies with other departments.
14. Ability and exposure of risk assessment.
15. Work in a multi-discipline team in a multi-cultural environment.

Main Responsibilities

1. Conduct identification of alternative concept designs studies for oil & gas production systems in conjunction with subsurface teams to optimise field development plans and lead to high quality decisions in the DRBs.
2. Select and propose the most cost effective surface development options taking into account life cycle cost to optimise CAPEX for the Asset.
3. Provide process discipline support to the South Operations department.
4. Maintain up-to-date process models of facilities and off plot system as appropriate.
5. Pursue opportunities to optimise utilisation or debottleneck existing assets as appropriate.
6. Carry out front-end / conceptual studies for capital projects (incl. FCP’s) to maintain and expand the existing Oil & Gas supply and off plot system, as required. Include outline HSE assessments where appropriate.
7. To prepare Concept Selection Report (CSR) and Basis for Design (BFD) to document the concept selection, cost and execution strategy, as appropriate.
8. Execute work in accordance with the company’s HSE management system. Specific accountabilities are set out in the PDO HSE Policy, Commitment and Accountabilities booklet (latest revision).
9. To maintain knowledge sharing with colleagues in the organisation, capturing the lessons learned.
10. Support the input into Programme Build each year for the surface facilities budgets covering development, integrity, infrastructure and HSE projects to support south production forecasts and to adhere to Company’s Policies.
11. Selecting and proposing the most cost effective surface development options in project specific Concept Selection Reports, taking into account life cycle cost. This is a key quality that has direct influence on CAPEX expenditure of approximately $10-30 mln per annum in the cluster.
12. Provision of engineering contributions to Field Development Plans to ensure optimum development scenario and integration with existing facilities is pursued.
13. Manage impact of subsurface uncertainties on the surface facilities side of the field development plans. In this regard the Lead Concept Engineer is responsible to assess/question/challenge the Petroleum Engineering and exploration data and associated risks to develop the best risked development plans. This is a key responsibility to ensure that the long term future of PDO is managed effectively.
14. Accountable for change control of projects which have passed the VAR-3 stage. As such the Concept Engineers provide the interface and between the Petroleum Engineering and Project Engineering teams and are accountable to monitor changes to the projects’ Basis of Design and to formalize changes with their project engineering colleagues.
15. Managing the development of Asset Reference Plans or Urban Plans considering long term view (5 to 10 years+) covering production facilities, pipelines, control & automation systems, civil & electrical infrastructures.
16. Participate in Value Assurance Reviews (VARs), Cost to Value (C2Vs), Volume to Value (V2V) processes for the cluster.
17. Managing the provision of process engineering discipline support to projects; design reviews, HAZOPs, IPF and commissioning.
18. Liaison with operations and service providers on the integrity of facilities, pipelines and infrastructure to ensure optimum replacement plans and risk management.
19. Support staff development supporting Omanization with highly competent process/concept engineers.
