Key Accountabilities:
Strategy Definition
- Conducting analysis to support Category Managers in category strategy development, sourcing initiative formulation and execution.
- Actively contributing to the tendering, negotiation, and selection of suppliers by conducting detailed supply market analysis and generating category and supplier profiles.
- Supports the development of category sourcing strategies.
- Conducts internal category profiling (i.e., spend analysis, specification consolidation) to identify potential levers to lower total cost.
- Conducts supply market analysis to evaluate supplier capabilities, assess potential areas of risk, and identify new feasible suppliers.
Tendering, negotiation, and contract management:
- Supports the category sourcing activities e.g. analysing supplier bids and proposals conducting advanced, multivariable cost regression analyses.
- Supports the category tendering process: develops supplier lists, prepares tender documents, follows up on submissions, evaluates submissions, etc.
- Supports in the development and implementation of sourcing contracts.
Supplier relationship management (SRM):
- Supports the Performance Reporting Specialist(s) in the collection of supplier performance data from the business and suppliers.
- Captures insights from market analysis to support stakeholder innovation, mitigate risks for Maxis, and amend category strategies to deliver additional value.
Performance reporting and compliance:
- Supports the development of category performance reports, conducting complex sourcing baseline analysis and assessing category benefits and key performance metrics.
- Promotes compliance across the business on policies, processes, and procedures.
Digital strategy development:
- Responsible for the development and implementation of the digital roadmap in accordance with Procurement’s digital strategy.
System specification and selection:
- Ensures availability and usage of Procurement-wide integrated and cost-effective systems, tools, and knowledge base to support sourcing activities/processes and increase their efficiency.
- Collects user requirements to define system capabilities and finalises specifications for all systems required by Procurement, including e-Procurement (e.g., e-sourcing), supplier relationship management, and contract management.
- Supports in the selection of suitable software solutions/tools and conducts negotiations with relevant vendors to deliver the required system capabilities at the lowest total cost.
Implementation and training support:
- Coordinates implementation and integration of defined sourcing tools and systems (IValua) in coordination with the relevant functional teams (e.g., IT, Operation, etc.).
- Conducts training sessions on systems and tools with end-users within Procurement and across the business.
- Coordinates with category sourcing teams and local sourcing teams to integrate systems with suppliers and provide supplier training on e-Procurement platforms, specifically for e-sourcing and e-auctions.
Technology support:
- Act as internal SME on IT-related issues e.g. processes, best practices, and functions of e-Procurement tools, manage escalations and technology vendor engagement.
- Facilitates sharing of best practices within Procurement and across the business.
Procurement Tools:
- Implements e-Sourcing techniques and engages with suppliers who provide e-catalogues, preferably iValua, SAP, Coupa etc with a focus on digital and e-tendering process e2e.
Key Requirements:
- Minimum Bachelor degree qualification, preferably in Supply Chain, Operations, Engineering, or Business Management.
- Minimum 6 years relevant procurement or category management experience, of which 3 years preferably in Telecommunications or Tech sector.
- Experience in supporting and/or managing Network/IT/Commercial Services categories and supporting the implementation of sourcing initiatives.
- Expertise in managing and communicating with suppliers.
- Fluent in English (both written and verbal).
Personal:
- Expert analytical thinking skills and adept at analysing and synthesising complex data to develop valid recommendations.
- Advanced and matured communication skills with good English articulation at business and executive level.
- Self-driven with minimal supervision/Autonomy.
- Efficiency-driven and change advocate.
Professional:
- Advance sourcing and supplier management skills preferably for Category Specialist with the ability to conduct supplier meetings/clarification/normalization.
- Advanced relevant computer skills (MS Office EXCEL is a MUST, ERP systems, e-procurement systems, including Ariba and SAP).
- Strategic awareness.
