Job description

KEY OBJECTIVES

  • Responsible for bringing the production operation experience, best practice, lesson learnt input to the project in EPC phases to ensure that the facilities are designed according to the regulatory and company requirements, operation practice, and standard.
  • Work with project engineering to be responsible for project deliverables related to production operation.
  • Work with project construction, pre-commissioning, and commissioning.
  • Lead (Production) offshore hydrocarbon commissioning and plant start-up.
  • Focal Person in Offshore (Production) Operation Readiness and Assurance (ORA) preparation.
  • Leadership, direction, and development of subordinate staff.
  • Responsible for achieving safe, cost-effective operation to meet production and reliability of supply targets within the envelope of SSHE requirements.
  • To lead, manage, plan, and organize all aspects of Offshore production and activities. Provide direction to the Operations workforce at site.
  • To ensure that the production systems are operated safely, in accordance with Work Instruction, Standard Operating Procedures, and Guidance.
  • To provide production skills and knowledge to support the safe and efficient operation of the production systems in the plant.
  • Ensure that the process equipment and utilities are maintained safely, efficiently, and with minimal environmental impact in accordance with current legislation, the PTTEP Management System, and the Life Cycle Plan.

PRINCIPAL ACCOUNTABILITIES

Project Phase

  • Be the operation representative in project phases and represent asset owner to ensure that the facilities are designed and built to a desired standard.
  • Provide operability and maintainability input to the project development.
  • Ensure operability, maintainability, ergonomic and health factors for both normal and abnormal operations, including pre-commissioning, commissioning, start-up and shutdown, and upset conditions are considered in the facilities design.
  • Operations and Maintenance requirements and lessons learnt are incorporated into the facilities design.
  • Ensure design reviews e.g. process PFD/UFD/P&ID, HAZOP, 2D/3D Model Reviews and other necessary project process reviews are adequately represented from the Operations and Maintenance perspective.
  • Ensure that all technical, process safety, and integrity management issues are properly resolved and that an appropriate Management of Changes (MoC) procedure is in place to ensure design changes are managed correctly.
  • Ensure start-up requirements are identified and incorporated into the process design and execution strategy/schedule.
  • Provide in-depth knowledge of the facilities, the start-up, and the smooth operation of the plant and the ability to quickly respond to any plant upset to ensure the highest availability of the plant.
  • Develop detailed operating procedures/guidelines prior to entering the operation phase.

Operations Phase

  • Ensure achievement of the production targets.
  • Ensure that the Company SSHE policy is effectively implemented and that corrective measures are taken in a timely manner.
  • Effectively maintain internal and external communications with a broad variety of engineering disciplines and management.
  • Perform individual performance appraisals and development reviews and participate in recruitment, training, and development of line employees in the group.
  • Administration, preparation, and coordination of operations and maintenance related mandatory PTTEP reports. Responsible for mentoring and development of operations and maintenance staff at site.
  • Set the level of quality expectations for ongoing development, updating, and implementation of maintenance and operational procedures and work instructions pertaining to the maintenance group. Including monitoring of all personnel and activities to ensure compliance with the relevant procedures.
  • Operate production systems and associated utilities in a safe and controlled manner with minimal environmental impact and in compliance with legislation and operations procedures and instructions.
  • Responsible for developing and implementing quality procedures and systems, and for generating and reporting relevant KPIs. Review and approval of the JHA and site-specific procedures.
  • Principal contact and responsible person in production operation role during the Simultaneous Operations (SIMOPS) and ensuring compliance with company Safety and Operations policies and procedures.
  • Identify necessary corrective work or improvements required for equipment, including process and integrity, and arrange/coordinate with relevant parties to raise the necessary Work Orders for any fault rectification or improvements made.

SAFETY RESPONSIBILITIES

  • Emergency Response Team key role (Deputy On-Scene Commander/Shutdown Team Leader or as delegated) during an emergency situation.
  • Shared responsibility for the health, safety, and welfare of all persons at the Operations Site, including staff, contractors, and visitors, and for local environmental safety.
  • Ensuring that the operations and maintenance activities are performed in accordance with the applicable Management System, PTTEP Policies, Procedures, work instructions, and regulatory requirements.
  • Ensure that all contractors and vendors who perform standard and specialist work in the field are made aware of their responsibilities for managing health, safety, and emergency response.
  • Actively promote SSHE, manage SSHE risks, and share learnings.
  • Ensure that the risk/control framework in the team is effective.
  • Implement a safe and healthy work environment at sites during operations, maintenance, and project execution and ensure compliance with SSHE standards and statutory requirements.
  • Regularly audit/inspect sites to ensure adherence to statutory & Company's standards.
  • Implement Stop Work Policy if situations are deemed unsafe or activities are not conducted within the HSE guidelines or company requirements.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in engineering Process/Petroleum or related fields or having relevant experience: - At least 15 years of experience in the Oil & Gas operating field (SEA preferable).
  • At least 10 years in a Team lead role (Superintendent or acting Superintendent).
  • Broad technical knowledge of offshore oil and gas operations.
  • Familiar with offshore regulations regarding oil and gas operations.
  • In-depth understanding and experience of Offshore operations.
  • Essential knowledge on high H2S sour service and CO2 relevant to design and/or operation.
  • Excellent communication and presentation skills with demonstrated ability to communicate at all levels in the organization.
  • Stakeholder Management skills - Proven ability to build strong working relationships with internal and external parties.
  • Excellent in English Language.
  • Demonstrate a high level of interpersonal skills and integrity.
  • Certified competent in Management of Major Emergencies.
