Special Officer - Group Health, Safety, Security, Environment & Sustainable Development

Job Purpose

The role of the Special Officer within the Group Health, Safety, Security, Environment, and Sustainable Development (HSSE & SD) Division is multifaceted and pivotal to the organization's overall success. Providing indispensable administrative and research support to the Chief and senior leadership, the Special Officer operates at the intersection of strategic planning, project execution, and meticulous record-keeping. With a keen focus on maintaining confidentiality, the Special Officer handles highly sensitive reference documents. Beyond administrative functions, this role requires a passionate commitment to driving Prasarana's journey toward excellence in HSSE & SD. The Special Officer actively engages in diverse activities, including benchmarking, health assessments, data analytics, investigations, and continuous improvement initiatives. As a valued member of the team leadership, the Special Officer significantly shapes Prasarana's standing as a leader among Government-Linked Companies (GLCs) in HSSE & SD in Malaysia.

Key Accountabilities

• Provide strategic feedback to the division's leadership, contributing to the formulation and execution of key initiatives.
• Offer high-level executive support to the division head, ensuring seamless communication, coordination, and efficient workflow.
• Contribute to the development, implementation, and enhancement of policies within the division, aligning with organizational goals.
• Cultivate and maintain effective relationships with internal and external stakeholders, fostering collaboration and partnership.
• Oversee and manage strategic projects within the division, ensuring timely delivery and alignment with organizational objectives.
• Provide decision support by conducting research, analyzing data, and presenting insights to aid in informed decision-making.
• Develop and implement systems for monitoring the division's performance, generating regular reports for leadership review.
• Facilitate conflict resolution and address operational challenges within the division, promoting a harmonious working environment.
• Manage and oversee the budgetary aspects of the division, ensuring prudent financial management and resource allocation.
• Identify opportunities for process improvement, innovation, and efficiency within the division, fostering a culture of continuous learning.
• Ensure adherence to regulatory requirements, risk management protocols, and ethical standards within the division.
• Stay informed about industry trends, best practices, and relevant advancements, and facilitate professional development opportunities for division staff.

Qualifications, Skills & Knowledge

• Degree in Engineering, Social Sciences, Business Administration or equivalent.
• Minimum 5 years working experience and preferably 3 years in Prasarana with exposure in rail/bus.
• Able to translate ideas/concepts onto paper/ presentation material for broad audiences.
• People person – able to connect and work with people across all levels (internal & external).
• Skill in MS Office (Words, Excel, Ppt) and other presentation tools.
