Evaluate tender documents to understand RFQ/Enquiries requirements scope and feasibility.
Develop a tendering plan and strategy, outlining key objectives, timelines, and resources plan to maximize NOV Process Systems’ chances of winning the project and with the best possible conditions for the Project Execution.
Coordinate with various departments within the company to gather necessary information including technical specification/requirements, costing, terms and conditions documentation.
Ensure all tender submissions are complete, accurate, and compliant.
Whenever required, the Tender manager shall involve in negotiation with clients to clarify details and finalize contract terms as per the approved proposal.
Analyze the outcome of the tender submitted and conduct lessons learned when required.
Maintain and keep records of all correspondence, clarification, contracts, and documentation during tender activities.
Prepare and manage the tender processes such as review and approval requests.
Perform risk assessment for the potential project execution to determine required contingencies to be included in the cost sheet.
Identify potential Extraordinary Risks and report such to Risk Management/Tender owner for further assessment and approval.
Perform tender pricing and preliminary cash flow analysis.
Produce the tender documentation.
Conduct Lessons Learned sessions and capture/share the outcome.
Ensure client responses and feedback are shared and provided in a timely manner.
Review in detail the Letter of Award, drafted Purchase Order or Purchase Order documentation package, with the tendering team and nominated project manager, specialists, and other functions such as BD, APT, Legal & Contracts, Tax, Finance.
Prepare and perform hand-over to the Execution Project team.
Prepare and submit the Contract Review Checklist for approval of the Letter of Intent or Purchase Order in compliance with Delegation of Authority.
Requirements:
Degree (or equivalent) in relevant discipline.
8+ years of current experience in Tendering/Proposal/Project Engineering/Management with topside process systems.
Excellent oral communication skills to ensure messages are delivered accurately and consistently.
Strong analytical and problem-solving skills.
Self-motivated to achieve company objectives.
Highly organized and reliable.
Ability to read and understand technical documentation.
Ability to recognize changes in scope and present to a client a strong and concise justification.
Strong commercial knowledge of payment terms including cash flow, payment terms, LOCs, payment bonds, LDs, etc.
Strong contract negotiation skills with excellent knowledge of contract terms & conditions.
