Description The Process Safety Engineer will provide Process Safety services and support Southern Asia. Most of the support will be for the Flexsys Kuantan Malaysia site where the engineer’s office will be located.
Responsibilities:
Develop and maintain site level Process Safety Management System for the site. Support the manufacturing site with implementing and sustaining these programs.
Serve as the facilitator for site Process Safety Leadership team(s).
Develop and maintain an internal Process Safety Audit program and evaluate or advise on any third-party audit recommendations related to Process Safety.
Develop and maintain site level Process Safety Audit program and evaluate / advise on any third-party audit (like FM Global) issues related to Process Safety.
Develop and maintain Process Safety Knowledge Management system, including training and revalidation programs.
Provide Process Safety input to enhance the quality of operating procedures (Work Instructions).
Provide Process Safety input to Maintenance and Engineering departments to enhance day to day protocols and Contractor management.
Conduct and support Process Hazards Analysis (PHA) and be the focal point for the PHA process. Support/drive resolution of PHA recommendations and be a Trainer for PHA.
Conduct and support Layers of Protection Analysis (LOPA) and be the focal point for LOPA. Support/drive resolution of LOPA recommendations and be a Trainer for LOPA.
Be the site expert for advanced process safety hazard analysis, e.g. Quantitative Risks Assessment (QRA), Control of Industrial Accident Hazards (CIMAH), Facility Siting Analysis, Pre-Start-up Safety Review (PSSR) etc.
Provide independent advice to Site Management on all process safety related regulatory requirements to ensure compliance.
Lead and support process safety incidents and process safety near miss investigation by using Root Cause Analysis (RCA).
Champion the Management of Change (MOC) procedure and process.
Manage Process Safety documentation (Relief system, Interlock documentation etc.)
Advise site Engineering, Maintenance and Operations on Safety Instrumentation System (SIS) to follow the relevant Industrial Standard.
Represent Southern Asia on the Process Safety network team.
Develop and conduct PSM related trainings. Develop process safety training packages and work with site to implement training to appropriate employees.
Support site Emergency Response Planning (ERP) programs.
Act as lead for Site Process Safety Governance Committee and site representative for Global Process Safety Governance Committee.
Advise Site Engineering department on developing of Engineering Standards and designs.
Serve as liaison between site and Global Process Safety Management group for more advance Process Safety services.
Provide advice to site process safety engineers and Site Management on all process safety related regulatory requirements to ensure compliance and overall process safety improvements.
Work with business engineering partners on specific technology related topics that impact Process Safety.
Advise Management in conjunction with HSES on all Process Safety related regulatory requirements or other Process Safety issues that may rise.
Be the point of contact and manage relationship with insurance providers (FM Global).
Other duties, as necessary, to support HSES and operations.
Requirements
Candidate must possess at least a Degree in Chemical Engineering.
Required language(s): English and Bahasa Malaysia.
At least 8 year(s) of working experience in Chemical, Petrochemical or Oleochemical manufacturing plant with basic in Process Safety is required for this position.
Preferably an applicant who has spent at least 2 years in a Process Safety role. Enhanced process safety training or knowledge will be preferred such as SIS Infrastructure, leading PHA’s, conducting LOPA’s, consequence modeling, facility siting, leading RCA’s, etc.
Passion for Process Safety.
Familiar with chemical plant operations.
Strong technical background and motivated by technical and analytical work.
Strong knowledge of relevant regulatory requirements (OSHA PSM, Seveso, local regulations etc.).
Ability to understand and support interpretation of local legislation.
Self-motivated, creative and able to work independently and prioritize tasks to meet deadlines.
Strong project management skills.
