2. JOB PURPOSE/SUMMARY:

The Senior Engineer – Operational Quality and Safety plays a pivotal role in ensuring the Safety Management System's efficiency. This position involves reviewing and maintaining Safety Management System processes and procedures, performing risk management, leading investigations into quality and safety events, and supporting external audits. The role demands a deep understanding of aviation regulations, Safety Management Systems, Quality Management Systems, and strong investigative skills. The Senior Engineer will collaborate with various departments, ensuring compliance, safety, and quality standards are met while proactively identifying and mitigating risks.

3. KEY RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Reviewing and Maintaining Safety Management System Processes and Procedures
    • Ensure all safety management processes and procedures are up-to-date and align with regulatory requirements.
    • Collaborate with cross-functional teams to implement necessary changes and enhancements.
  2. Performing Risk Management and Maintaining the Risk Register
    • Conduct risk assessments and maintain the risk register, identifying potential hazards and vulnerabilities.
    • Develop strategies for risk mitigation and monitor the effectiveness of implemented actions.
  3. Supporting Monitoring of Risk Levels and Mitigation Actions (10% of time)
    • Support in monitoring risk levels and provide insights for timely decision-making.
    • Oversee the deployment of risk mitigation actions, ensuring completion and effectiveness.
  4. Leading and Supporting Investigations on Quality and Safety Events
    • Lead, perform, and support investigations on quality and safety events promptly.
    • Ensure proper containment, identify root causes, and define corrective and preventive actions.
    • Monitor the progress of actions, highlighting and escalating issues when necessary.
  5. Other Duties as Required
    • Undertake additional responsibilities as needed to support departmental objectives and organizational goals.

9. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES

Minimum Qualifications:

(Education/Certification/Licensure/Professional Membership)

High school diploma + associate degree/vocational/technical school degree in quality assurance/management or related discipline. Bachelor’s degree in a relevant field is preferred.

At least 5 years of solid and relevant experience in the field can substitute for a bachelor’s degree.

Investigator certification required.

Auditor certification preferred.

Minimum Experience:

Minimum of 5 years of experience in quality engineer/safety engineer roles in the aviation industry.

Job Specific Competencies:

  1. Aviation Regulations: Thorough knowledge of local and international aviation regulations, such as FAA regulations, EASA guidelines, and ICAO standards. Ability to interpret, apply, and ensure compliance with these regulations in daily operations.
  2. Safety and Quality Management Systems: Profound understanding of Safety Management Systems (SMS) and Quality Management Systems (QMS) in aviation, including their frameworks, processes, and best practices. Ability to design, implement, and continuously improve SMS and QMS processes.
  3. Investigation Techniques: Advanced expertise in various investigation techniques, including 5 Whys, Fishbone diagrams, and Failure Mode Effect Analysis (FMEA). Proficiency in conducting thorough investigations to identify root causes accurately.
  4. Visual Management: Skill in implementing visual management tools like Kanban boards, flowcharts, and dashboards. Ability to visually represent complex data, enabling easy comprehension, analysis, and decision-making.
  5. Technical Skills: Proficiency in using advanced software tools beyond Microsoft 365, such as data analytics software, statistical analysis tools, or specialized Quality Management Software (QMS) for comprehensive data analysis and reporting.
  6. Communication and Negotiation: Exceptional communication skills, both verbal and written. Ability to articulate complex technical issues in a clear, concise manner. Strong negotiation skills to liaise with internal teams, external stakeholders, and regulatory authorities effectively.
  7. Product Technology: In-depth knowledge of the specific product technologies within the aviation industry, such as aircraft engines, avionics, or materials. Understanding these technologies aids in evaluating quality and safety parameters accurately.
  8. Leadership and Team Collaboration: Ability to lead cross-functional teams effectively. Inspire, motivate, and mentor team members. Foster a collaborative work environment, encouraging knowledge sharing, teamwork, and innovation.
  9. Problem-Solving and Critical Thinking: Advanced problem-solving skills, involving critical thinking, analytical reasoning, and creativity. Ability to analyze complex situations, identify patterns, and propose innovative solutions to enhance safety and quality standards.
  10. Regulatory Compliance Management: Skill in ensuring strict adherence to regulatory requirements. Ability to stay updated with the latest regulations, assess organizational compliance, and implement corrective actions promptly.
  11. Change Management: Proficiency in managing organizational change related to safety and quality processes. Ability to assess the impact of changes, develop change management strategies, and facilitate smooth transitions within the department.
  12. Risk Assessment and Mitigation: Expertise in assessing operational risks, both internal and external. Ability to develop comprehensive risk mitigation strategies, monitor their effectiveness, and proactively address emerging risks to prevent incidents.
  13. Time Management and Prioritization: Strong organizational skills, including effective time management and prioritization abilities. Capable of managing multiple tasks, projects, and responsibilities simultaneously while meeting deadlines and maintaining high-quality standards.
