Senior Engineer - Construction (Civil)

KEY RESPONSIBILITIES:

1. Responsible for managing site construction activities and supervising field personnel for Civil, Building and/or Structural disciplines.
2. Ensure that lifting activities at site are planned, scheduled, executed with the highest regard for personal safety and environmental excellence.

KEY ACCOUNTABILITIES:

1. Works to a 90-day look ahead schedule and directs all field personnel and subcontractors to achieve completion of the project on schedule, with quality workmanship that conforms to plans and specifications.
2. Ensure all work is executed in compliance with Contract requirements, Petrofac Management System requirements and associated procedures and all relevant standards.
3. Contribute to the development of plans, schedules and estimates for individual work scope.
4. Ensure Go/NoGo checklist is signed off and enough Workfront is available prior to mobilisation of Subcontractor.
5. Verify the Subcontractor’s execution plan at an early stage and approve only if it aligns with Petrofac deliverables.
6. Prepare and discuss with subcontractor in advance construction method, sequence of works for critical activities.
7. Initiate scoping sessions with subcontractors to plan activities.
8. Contribute to construction schedule and 6-weeks look-ahead, understand the project plans and specifications, identify and solve problems, order materials and schedule inspections as necessary.
9. Coordinate with Engineering & PMT to ensure that planned activities are constraints free.
10. Review work procedures and method statements for compliance with good work practices and the customers contract specializations.
11. Ensure subcontractors are working with the latest issued documents and drawings.
12. Implement standardized construction work processes, procedures, manuals and systems.
13. Ensure adequate storage and preservation of equipment & bulks before and after installation.
14. Take ownership of Build Right First Time (QinC) as nominated by CD/SM.
15. Monitor implementation of PPC (daily progress monitoring) and submit daily progress report to line manager.
16. Highlight to Construction Manager & Subcontractor any areas of concern that might impact project execution.
17. Coordinate with the Client / QC inspectors for the resolution of site problems.
18. Liaise with other disciplines in the execution of work.
19. Assist the site subcontractors in the resolution of drawing interpretation.
20. Monitor calibration status and condition of Inspection/Test and Measuring instruments.
21. Ensure closure of all RFIs and related inspection/test records immediately after successful completion of each inspection.
22. Monitor completion of system/sub system in his area based on previously forecasted ITRs.
23. Ensure that all punch items are closed on a timely basis and assist in commissioning plan.
24. Attend subcontract/cost awareness sessions and understand the Responsibility matrices, BOQ & preambles of subcontract.
25. Ensure quantity reporting is established and reported accurately.
26. Challenge every Site Instruction based on Ts and Cs and assess cost impact prior to approval.
27. Conduct a review of all Site Instructions & Variation Orders with Subcontracts Manager on a monthly basis.
28. Immediately report any cost affecting inspection results to discipline lead and highlight to engineering.
29. Coordinate with Subcontractor for timely closure of Non-conformances NCR, Corrective actions (CAR), Daily surveillance (DSR) and Quality Walkthrough findings.
30. Ensure competency check of construction supervisor and subcontractors.

Knowledge & Qualifications:

1. 8+ years of Civil and Structural Engineering experience in direct hire construction with an international oil & gas EPC company and with subcontractors.
2. Degree in Civil Engineering or equivalent from an accredited college or university.
3. Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa is preferred.
4. Good communication skills.
5. Familiarity with International codes and standards (BS, ASTM, ACI, etc.), concrete/asphalt mix designs, laboratory testing of concrete, asphalt, earth works and grouting.
6. Must have working knowledge and interpretation skills of building sectional/reinforcement and structural steel drawings.
7. Knowledge and experience to solve civil, building, structural issues onsite and provide guidance to subcontractors.
8. Trained in lifting and scaffolding supervision (preferred).
