Regional HR Manager - Malaysia, Cambodia & Philippines

JOB PURPOSE

The role holder is responsible for leading all HR Operations and supporting the Group HR Director in the implementation of HR strategies, policies, and procedures in Malaysia, Cambodia, and the Philippines, while providing HR advice to the Deputy Chief Operating Officer.

KEY RESPONSIBILITIES

Leadership

1. Leads the HR Operations for Malaysia, Cambodia, and the Philippines for all campuses under the GSG Group.
2. Manages a team of 5-6 HR Professionals across these countries.
3. Supervises, develops, and provides guidance to HR teams in these countries.
4. Ensures compliance with all statutory guidelines related to employees and employment.
5. Manages all internal and external stakeholders for smooth HR Operations.
6. Resolves HR-related queries and reports to the Group HR Director and Deputy Chief Operating Officer.

Functional

1. Advises the Group HR Director and Deputy Chief Operating Officer on HR matters.
2. Implements initiatives, action plans, procedures, policies, and processes, ensuring alignment with the Group’s mission and vision.
3. Ensures compliance with statutory matters, such as employment passes and work permits.
4. Maintains knowledge of legal requirements relating to employee management and recruitment.
5. Ensures timely recruitment and smooth onboarding of new staff.
6. Collaborates on the organization-wide performance management process.
7. Conducts normalization of performance ratings in discussion with managers.
8. Ensures regular engagement activities and drives corporate engagement surveys.
9. Manages the rewards program for the countries.
10. Monitors and ensures timely completion of appraisals.
11. Provides HR policy guidance to all staff and stakeholders.

Financial

1. Manages HR operations to meet performance metrics.
2. Oversees timely payroll processing for all employees.

Interaction

1. Works closely with Recruitment Managers to resolve recruitment-related issues.
2. Collaborates with the Training Manager to identify training needs.
3. Addresses complex employee queries and guides the team on sensitive matters.
4. Maintains networks with internal and external partners to stay updated on industry trends.

People Focus

1. Collaborates with Recruitment and training teams to enhance team competency.
2. Ensures recruitment, selection, orientation, and training of employees.

JOB REQUIREMENTS

Minimum Qualifications

Bachelor’s degree in business or equivalent; preferable Postgraduate/MBA in Human Resource Management.

Experience

1. 15+ years of work experience in HR, preferably in an HR Business Partner role.
2. Experience in the Education or Hospitality industry; experience in a Matrix environment.
3. Strong team management skills; experience managing a team of 5-6 members.
4. Strong knowledge of visa applications, labor laws, and employment-related guidelines in Malaysia, Cambodia, and the Philippines; open to travel as needed.
5. Strong knowledge in all HR Operations - Recruitment, Onboarding, Employee Engagement, Performance Management, Payroll, etc.
6. Strong communication skills and ability to collaborate effectively.
