Job Description

POSITION SUMMARY
The Regional HR Manager is responsible for hands-on HR operations for Malaysia, Singapore, and regional offices, managing all aspects of the employee lifecycle, policies, training, and employee relations. This role also provides guidance and oversight to HR personnel in assigned business units (BUs), supporting their performance and escalating matters to the Regional HR Director for approval.

SUPERVISORY RESPONSIBILITIES
This position functionally supervises HR personnel in the assigned BUs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Act as the local HR representative, managing all HR-related functions and processes for Malaysia, Singapore, and the regional office.
  2. Handle all aspects of the employee lifecycle, including recruitment, onboarding, confirmation, and exit procedures.
  3. Collaborate with payroll vendors to process monthly payroll, manage overtime, allowances, and ensure statutory filings and contributions are accurate and timely.
  4. Coordinate training initiatives including sourcing training providers, tracking training plans, and maintaining compliance with training SOPs.
  5. Administer and review employee benefits to maintain competitiveness.
  6. Develop, review, update, and communicate HR policies and procedures.
  7. Ensure consistent application of policies across the organization and compliance with local laws and regulations.
  8. Address employee grievances, manage misconduct cases, and handle terminations in accordance with local regulations.
  9. Plan and execute employee engagement initiatives such as surveys, team-building events, and other activities to foster a positive work environment.
  10. Maintain accurate HR records and ensure compliance with local laws while safeguarding sensitive employee data.

HR Guidance and Oversight for Business Units (BUs)
  1. Provide guidance and oversight to HR personnel in assigned BUs, reviewing their work and proposals.
  2. Manage the performance of HR personnel in BUs and ensure alignment with organizational policies and goals.
  3. Escalate HR matters from BUs to the Regional HR Director for approval or further action.

Other Support
  1. Assist in establishing HR operations for new markets, including recruitment, payroll, employee benefits, policy creation, and training processes.
  2. Contribute to the implementation and execution of regional and global HR initiatives and projects.
  3. Foster a productive and positive work environment and culture.

Qualifications

Requirement

MUST REQUIREMENTS

  1. A Bachelor’s Degree in Human Resource Management or equivalent.
  2. Proven 8 years of relevant work experience with regional exposure.
  3. In-depth knowledge of local labor laws and regulations, with a proactive approach to staying updated on changes.
  4. Hands-on experience with payroll systems and Human Resources Management Software.
