Job description

Position: Quantity Surveyor
Location: Johor Bahru, Malaysia

Key Responsibilities:

  1. Cost Estimation & Budgeting:
    - Prepare detailed cost estimates and budgets for construction projects, including materials, labor, and overheads.
    - Conduct feasibility studies to provide accurate cost projections based on initial designs and specifications.
    - Assist in value engineering and suggest cost-effective alternatives while maintaining the quality of the project.
  2. Tendering & Contract Management:
    - Review and assess tender documents, and prepare tender reports.
    - Analyze contractors' bids and recommend the most suitable bids for the project.
    - Manage contract administration, including preparing and evaluating contract variations, change orders, and claims.
    - Negotiate and manage sub-contract agreements.
  3. Cost Control & Monitoring:
    - Monitor ongoing project costs and compare actual expenditure with budgets, identifying any discrepancies or potential overrun risks.
    - Implement cost control measures to ensure that projects are completed within budget.
    - Review and approve invoices and payment certificates from contractors and suppliers.
  4. Quantity Takeoff & Measurement:
    - Perform quantity take-offs for all trades based on drawings and specifications.
    - Ensure accurate measurements and preparation of bills of quantities (BOQ).
    - Liaise with architects and engineers to clarify specifications and resolve discrepancies.
  5. Project Documentation & Reporting:
    - Maintain proper documentation of all cost-related information, including quotes, invoices, and contracts.
    - Prepare and submit periodic cost reports and progress claims to the project management team.
    - Provide detailed cost breakdowns and financial updates for stakeholders and clients.
  6. Risk Management & Dispute Resolution:
    - Identify potential financial risks during the course of the project and propose strategies to mitigate them.
    - Assist in resolving any disputes related to contract terms, cost claims, and variations.
    - Monitor project timelines and address cost implications for any delays or scope changes.
  7. Collaboration & Communication:
    - Collaborate with project managers, engineers, and architects to ensure all cost-related aspects are well-managed throughout the project's lifecycle.
    - Communicate with clients and stakeholders regarding project cost status and any deviations from the original budget.
  8. Compliance & Regulations:
    - Ensure that all work complies with local regulations, construction industry standards, and legal requirements.
    - Stay updated on changes in construction cost trends, market prices, and the latest industry developments.

Qualifications & Requirements:

  • Education:
    Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field.
  • Experience:
    At least 3–5 years of experience in quantity surveying, preferably in the construction industry in Malaysia or South-East Asia.
  • Skills:
    - Proficient in Quantity Surveying software (e.g., Buildsoft, CostX, or similar).
    - Strong knowledge of construction contracts, specifications, and local construction regulations.
    - Excellent analytical, numerical, and problem-solving abilities.
    - Good interpersonal and communication skills to work with clients, contractors, and suppliers.
  • Certifications (Preferred):
    - Chartered Quantity Surveyor (RICS, MIQS, or equivalent).
    - Membership with a professional body such as the Royal Institution of Chartered Surveyors (RICS) or the Malaysian Institute of Quantity Surveyors (IQS) is an advantage.
  • Language Proficiency:
    Fluent in Bahasa Malaysia and English. Knowledge of Mandarin or other local dialects is a plus.

Working Conditions:

  • Office-based with Site Visits:
    Majority of work will be office-based, with periodic visits to construction sites to conduct measurements, audits, and inspections.
  • Work Hours:
    Monday to Friday, 8:00 AM to 5:00 PM, with occasional extended hours depending on project deadlines.
