Project Finance Officer - Maternity Cover

Title: Project Finance Officer - Consultant

Reports to: Finance and Grants Director

Salary: RM 40 – RM 50/hour

Working Hours: Expected 2-3 days a week onsite

Do you have finance experience and the expertise to provide support across a range of projects? The Asia Foundation invites you to join our dynamic Malaysia Country Office as the Project Finance Officer – Consultant for a few months in March – June 2025. The successful candidate will support project financial management including grants and contract management functions.

Required Skills

  • Bachelor’s degree in relevant field – accounting, finance, business administration or other related fields.
  • Minimum of 5 years of relevant work experience, with direct experience in finance.
  • Project management skills to coordinate financial aspects with project timelines and deliverables.
  • Strong administration and organizational skills, with attention to detail.
  • Ability to prioritize deadlines and complete multiple assignments in a timely manner.
  • Good interpersonal skills and ability to manage workplace relationships.
  • Strong proficiency with the use of software, including Sharepoint, Excel, Word, PowerPoint, Zoom, Teams, etc.

Preferred Skills

  • Demonstrated skills in finance for project financial management, including work planning, maintaining project timelines and spending projection.
  • NGO experience also valued.

Position Responsibilities

  • Review Cognos reports and update spending projections based on Cognos reports.
  • Prepare financial reports to donors and invoices to donors according to schedule.
  • Review the project budget and provide feedback to Program Managers.
  • Conduct regular budget review meeting with Program Managers and provide support for improvement before sharing with Finance and Grants Director.
  • Provide support and guide the Grantee to ensure project activities assigned to them are executed on time, within the budget.
  • Maintain project technical and financial documents including relevant donor documents in internal depository.
  • Promptly highlight any potential issues regarding budget and expenditure to the Finance and Grants Director and Project Managers.
  • Assist Finance and Grants Director during preparation of Annual Budget, and quarterly budget revisions / spending projections.

b) Grants Management

  • Provide support during preparation of contracts and subgrants by Program Teams (travel grants, contracts, consultant contracts, purchase orders and others) to ensure correct template usage and necessary flow-down requirements from the donors are included.
  • Ensure that procurement and subaward documentation are compliant with the Foundation’s procurement and subaward management policies, providing training and capacity building when necessary.
  • Provide support to Program Teams for all aspects of subgrant management, including due diligence, Organizational & Financial Capacity Assessment of grantees, financial monitoring, agreement modifications and project closeout.
  • Perform other duties assigned by the Country Representative and Finance and Grants Director.
