Procurement Quality Coordinator II

Our major Oil & Gas (O&G) client is seeking a Quality Coordinator II to join their team in Houston, TX for a 1-year assignment with benefits.

MAIN FUNCTIONS

1. Responsible to implement Project Quality Plan in assigned scope of work
2. Establish Interface Management processes and procedures
3. Monitor procurement activities and ensure compliance with approved processes and procedures
4. Ensure inspections are conducted by qualified individuals in accordance with the Suppliers' approved Inspection and Test Plans (ITPs)
5. Conduct / attend selected pre-inspection meetings with critical material or equipment Suppliers
6. Implement the Procurement Surveillance Program according to the approved Surveillance Plan
7. Provide feedback on supplier performance to owner of Qualified Supplier List (QSL)

TASKS AND RESPONSIBILITIES

1. For Long Lead Equipment purchased by the company
2. Review purchasing documents and ensure inclusion of quality requirements
3. Coordinate inspection activities with Suppliers
4. Conduct selected pre-inspection meetings with critical material or equipment Suppliers
5. Coordinate and monitor inspection personnel through approved third-party agencies
6. Identify non-conformance, verify proposed dispositions are approved and steward non-conformance to closure
7. Company Procured Equipment
8. Provide oversight of Contractor's implementation of their procurement processes and procedures through execution of the Procurement Surveillance Program:
9. Perform assessments and verifications in accordance with the approved Surveillance Plan
10. Review and approve Contractor's procurement procedures and monitor Contractor performance
11. Participate in qualification of proposed Subcontractors or Suppliers
12. Participate in the review of Request For Quotation (RFQ) packages and bid proposals
13. Review key Supplier quality plans, procedures, and ITPs
14. Attend selected Supplier meetings and witness/hold points (pre-award, pre-inspection, in process, Factory Acceptance Tests)
15. Review and approve Contractor's source inspector selection and inspection order assignments
16. Monitor Contractor's source inspection activities and review ITPs and Factory Acceptance Testing (FAT) schedule for Project Team (PT) involvement
17. Review selected source inspection reports based upon criticality ratings
18. Ensure Contractor's Supplier surveillance activities are commensurate with criticality ratings
19. Monitors Contractor's process for tracking and closure of deficiencies and corrective actions
20. Interface with the Contractor's Quality personnel to ensure that Contractor stewards resolution of issues in alignment with Project requirements
21. Receive feedback from sites with regard to quality issues of received material and equipment
22. Interface with sites regarding logistics quality activities
23. Identify the need for supplemental source inspection by Company and issue monitoring inspection assignments as needed
24. Advises and informs Project Site Lead and PT on quality issues, status and metrics

SKILLS AND QUALIFICATIONS

1. SURF experience, preferably with Flexible Risers experience
2. Experience executing project construction or quality assurance/control of engineering, procurement, or construction activities
3. Technical training or high school diploma
4. Technical discipline certifications commensurate with work experience
5. Willing and able to business travel (domestic/overseas) to project sites to provide various levels of support
6. Past Procurement Quality Coordinator Owner/Operator experience on major capital project
