Procurement Engineering (Oil & Gas Pipeline)

• Develop and implement innovative and cost-effective procurement strategies with a technical perspective.
• Identify and evaluate trustworthy merchants, vendors, and suppliers with a focus on technical specifications.
• Negotiate contracts and terms with vendors and suppliers, ensuring technical requirements are met.
• Create and apply effective procurement and sourcing strategies, considering technical and engineering factors.
• Discover profitable suppliers and establish procurement partnerships, particularly those with strong technical capabilities.
• Finalize purchase details, including orders and delivery schedules, ensuring technical compliance.
• Review and amend existing contracts with attention to technical details and requirements.
• Manage expenditures and foster a culture of long-term cost savings in procurement, incorporating technical insights.
• Analyze and prepare comprehensive procurement plans for project materials, tracking from Purchase Order (PO) issuance to delivery at the site, with a focus on technical needs.
• Source materials from approved vendors according to client or company requirements, ensuring technical compatibility.
• Develop a practical procurement schedule and progress metrics aligned with the overall EPC contract timeline, integrating technical considerations.
• Preferably have experience in the Oil & Gas industry, with a strong technical background.
• Preferably hold an engineering degree or similar technical qualification.
• Proficiency in Chinese is a plus.

Requirements:

• Diploma / Degree in Business Studies / Administration / Management or any field.
• Ideally with a degree in supply chain management, logistics, or business.
• Ideally with more than 3 years working experience in the oil and gas industry.
• Relevant skills and knowledge: Preferably for oil & gas refining and Pipeline.
• Experience as Procurement Manager or Head of Procurement.
• Good knowledge of supplier of third-party management software.
• Decision making.
• Collecting and analyzing data.
• Leadership.
