Procurement Engineering (Oil & Gas Pipeline)

Job Responsibilities:

1. Develop and implement innovative and cost-effective procurement strategies with a technical perspective.
2. Identify and evaluate trustworthy merchants, vendors, and suppliers with a focus on technical specifications.
3. Negotiate contracts and terms with vendors and suppliers, ensuring technical requirements are met.
4. Create and apply effective procurement and sourcing strategies, considering technical and engineering factors.
5. Discover profitable suppliers and establish procurement partnerships, particularly those with strong technical capabilities.
6. Finalize purchase details, including orders and delivery schedules, ensuring technical compliance.
7. Review and amend existing contracts with attention to technical details and requirements.
8. Manage expenditures and foster a culture of long-term cost savings in procurement, incorporating technical insights.
9. Analyze and prepare comprehensive procurement plans for project materials, tracking from Purchase Order (PO) issuance to delivery at the site, with a focus on technical needs.
10. Source materials from approved vendors according to client or company requirements, ensuring technical compatibility.
11. Develop a practical procurement schedule and progress metrics aligned with the overall EPC contract timeline, integrating technical considerations.
12. Preferably have experience in the Oil & Gas industry, with a strong technical background.
13. Preferably hold an engineering degree or similar technical qualification.
14. Proficiency in Chinese is a plus.

Requirements:

1. Diploma / Degree in Business Studies / Administration / Management or any field.
2. Ideally with degree in supply chain management, logistics or business.
3. Ideally with more than 3 years working experience in oil and gas industry.
4. Relevant skills and knowledge: Preferably for oil & gas refining and Pipeline.
5. Experience as Procurement Manager or Head of Procurement.
6. Good knowledge of supplier of third-party management software.
