Job description
MPS Project Engineering Manager
Objectives
Technical representative of the project or proposal in front of different stakeholders including Client, Vendors, 3rd parties.
Responsible for all engineering and technical deliverables of an assigned proposal or project, including all technical contents discussed/transmitted with/to Client and Vendors.
Lead engineering teams that will be formed by engineers, either internally or externally from 3rd parties, in different locations covering different disciplines.
Responsible for adherence to Engineering Schedule, accurate forecasting and recovery planning.
Responsible for full compliance to the Engineering Design Change Notification (EDCN) process.
Activities
Sale/Tender Phase:
Understand the client's technical requirements during the Budgetary Quotation (BQ) phase and/or the proposal phase and lead the multidisciplinary engineering team in developing the required engineering documentation to cost the project.
Attend bid clarification meetings.
Supervise the development of Technical Requisitions (TRs) and Technical Bid Evaluations (TBEs) for cost estimation based on suppliers/3rd parties' offers received during the Tender Phase.
Compile/Review engineering hours estimations.
Execution Phase:
Ensure the project is executed as-sold, following SLB standards and Client's specifications.
Project and Project Engineering to be delivered within Budget and Schedule.
Understand and communicate the as-sold Engineered Scope to project team.
Attend kick-off meetings and design review meetings with Client, avoiding scope creep.
Develop the engineering execution strategy and the engineering baseline schedule.
Ensure compliance to the engineering scope of work as sold, and initiate Engineering Variation Order Requests (VORs) for scope changes, if any.
Lead engineering teams that will be formed by engineers in different locations covering different disciplines.
Control and coordinate work share activities within the project.
Check and approve the engineering documents and work of others as required.
Review, approve and control engineering hour bookings on a project.
Create the Technical Requisition (TRs) and scope of work to be subcontracted to 3rd parties to perform engineering activities and special technical or safety studies, as well as approve the TRs and TBEs for Equipment, Free Issued Items and bulk material for the Project.
Perform Weekly/Monthly Review of Engineering Progress using the Project Control and Document Control status reports and update forecasts and develop recovery plans as required.
Ensure compliance to the EDCN process. Perform weekly checks on the EDCN status and adherence by discipline leads.
Provide all necessary inputs/approvals related to Project Technical or Commercial Variation Order Requests (VORs) or Management of Change (MOC).
Work with the Project Document Control and follow-up on the Engineering Document Progress, in coordination with the Centralized Document Control Manager.
Consolidate the engineering lessons learned from the project.

Experience
Education Qualification:
Minimum Bachelor of Science degree in Engineering, preferably Chemical or Mechanical, from an accredited college or university.
Experience:
10+ years Industry experience.
Previous work experience in Production.
Facility Engineering / Process Packages.
Ability to lead a multicultural and multidiscipline engineering team located locally as well as remotely and ability to identify priorities during engineering execution.
Capability to manage technical discussions with customers and represent SLB in technical presentations to clients.
Possess a high degree of initiative, decision making and activities' prioritization.
Can drive standardization activities.
Expertise:
Familiar with Industry Standards and codes such as ASME, API, NFPA, IEC, NEC, etc.
Participation experience in HAZOP and other safety studies, as well as model reviews. Operation and Constructability workshop experience is a plus.
Proven experience with troubleshooting of oil and gas treatment plants.
