Job description

The Power Plant Procurement Manager is responsible for overseeing and managing the procurement activities related to all goods, equipment, and services necessary for the efficient and reliable operation of a power plant. This role ensures that procurement activities are conducted in a cost-effective, timely, and compliant manner, aligning with the organization's objectives and regulations. The Procurement Manager will collaborate closely with Group Procurement, plant operations team and stakeholders to optimize procurement processes and enhance supplier performance.

Responsibilities and Duties

Procurement Planning:

  • Develop and implement procurement strategies that ensure the timely and cost-effective acquisition of all materials, equipment, and services required for the operation and maintenance of the power plant.
  • Identify and qualify potential suppliers, negotiate contracts, and manage supplier relationships to ensure reliable delivery of high-quality goods and services.

Contract Management:

  • Draft, review, and negotiate procurement contracts, ensuring alignment with legal, regulatory, and company policies.
  • Monitor compliance with contract terms, manage disputes, review variations and resolve issues that may arise between the plant and vendors.

Cost Management:

  • Manage the procurement budget and implement cost-saving initiatives while ensuring the quality and availability of critical plant supplies.
  • Conduct regular market analysis to ensure competitive pricing and optimal supplier terms.

Vendor Relationship Management:

  • Identify and categorize vendors into different relationship categories and apply effective category strategy.
  • Build and maintain strong relationships with key suppliers and contractors.
  • Evaluate and monitor supplier performance, including quality, delivery times, and service, to ensure continuous improvement.

Inventory and Supply Chain Management:

  • Work closely with warehouse management to maintain the right balance of stock to avoid both shortages and excess.
  • Work with operation and warehouse teams to forecast material and equipment needs, ensuring timely procurement to avoid downtime.

Compliance and Risk Management:

  • Ensure that all procurement activities comply with relevant laws, regulations, and internal policies, particularly related to Group Procurement Policy and Procedures.
  • Identify and mitigate procurement risks that could affect the plant’s operations.
Qualification and Competency
  • Bachelor’s degree in Supply Chain Management or Engineering, or a related field. A Master’s degree or certification is preferred.
  • 5+ years of experience in procurement or supply chain management, with at least 2 years in the power or energy sector.
  • Good knowledge of procurement processes, contract law, and supplier management.
  • Experience working with industrial equipment suppliers, particularly for power plant equipment (e.g., turbines, boilers, transformers, etc.).
  • Proven negotiation skills with a track record of securing favorable terms and managing vendor relationships.
  • Strong understanding of compliance and safety regulations in the energy/power industry.
  • Proficient in procurement software systems.
  • Excellent communication, leadership, and problem-solving skills.
Work Experience
  • 10 years working experience with at least 3 years in a managerial position.
  • 3 years working experience in combined cycle power plant or power industry.

  • Ability to work in a fast-paced, high-pressure environment.
  • Strong organizational and time management skills.
