Manager - Industrial Collaboration Program (ICP) & Government Affairs (Ref.No. R1006733)

The Manager will oversee the strategic planning, development, and execution of programs that drive economic growth and technological advancement in Malaysia, benefiting both the nation and the organization. This role involves liaising with government agencies, industry players, universities, and suppliers to ensure that ICP/equivalent initiatives align with national development goals and contribute effectively to local industry capacity building.

Reporting to the Operations/Project Manager, you will serve as the primary liaison between the company and key stakeholders for the deliverables under the Industrial Collaboration Programs (ICP) or equivalent initiatives. You will be pivotal in ensuring that projects achieve their intended outcomes, follow assigned timelines, and maintain full and complete documentation for audit purposes. Cross-functional collaboration with internal stakeholders is essential for successful project delivery.

You will enjoy having these responsibilities:

General:
  • Lead cross-functional teams to ensure successful achievement of project deliverables.
  • Negotiate project terms and outcomes with relevant stakeholders, including ICP owners, the Technology Depository Agency (TDA), project recipients, and others.
  • Collaborate with legal counterparts to prepare and finalize contracts for agreed ICP projects.
  • Facilitate cross-functional collaboration to ensure seamless project execution.
  • Oversee project planning, implementation, and completion in coordination with project leads.
  • Define roles, responsibilities, and deliverables for team members, ensuring alignment with project scope and timelines.
  • Monitor project progress, track timelines, and follow up on project-related tasks and milestones.
  • Provide regular updates to internal and external stakeholders, including the TDA, addressing any arising concerns.
  • Report project details, progress, risks, and opportunities to the Tender and Public Business Lead.
  • Ensure all project changes receive internal and external approvals and are properly documented.
  • Evaluate project performance and identify process improvements to enhance delivery.
Strategic Planning and Implementation:
  • Develop and manage dynamic offset/ICP/protégé program plans that align with Malaysia's technological needs and market demands.
  • Collaborate with TDA, GLCs, government entities, and other stakeholders to ensure activities align with national strategies.
Requirement Documentation:
  • Create and maintain Requirement Documents providing clear guidelines for suppliers proposing ICP/equivalent programs.
  • Evaluate proposed offset programs based on compliance, alternatives, and risk assessments.
Stakeholder Engagement:
  • Foster close collaboration between policymakers, agencies, and implementers to enhance technology acquisition processes.
  • Gather and rationalize inputs from industry players to identify current technology development needs.
Knowledge Management:
  • Establish corporate knowledge management practices to improve the handling of offset management processes.
  • Develop resources and training programs to ensure team competency in international negotiations and dealings.
Reporting and Analysis:
  • Prepare regular reports on ICP/equivalent program performance, highlighting achievements, challenges, and recommendations for improvement.
  • Conduct market analysis to identify opportunities for job creation, local industry development, and technology transfer.
Learning and Development:
  • Support in-house employee development strategies and Protégé hiring.
  • Prepare the budget for employee development and Protégé hiring, with support from HR.
You have:
  • Strong project management skills with the ability to oversee complex projects.
  • Excellent analytical skills with the ability to effectively analyze data.
  • Strong problem-solving skills to identify issues and implement solutions.
  • Knowledge of the pharmaceutical business landscape is advantageous.
  • Experience in pharmaceutical marketing or project management is preferred.
  • Experience in managing complex projects from initiation to completion.
  • Medical affairs experience is a plus.
  • Willingness to travel within the country.
  • A degree in a relevant discipline, preferably in business administration, an MBA, or a related field.
  • Proficiency in project management software, Microsoft Word, Excel, and PowerPoint.
