Position Summary:
DAYONE is looking for a highly capable and experienced Manager – Local Resources (Permits & Regulatory Affairs) to lead all local permit, licensing, and regulatory processes related to our construction and data center development projects in Johor Bahru.
This role requires someone with a strong construction background, ideally with experience in data center projects, who can effectively manage relationships with local authorities, ensure compliance with Malaysian regulations, and drive timely permit approvals.
Proficiency in Mandarin is preferred, as the role involves frequent coordination with Mandarin-speaking consultants, contractors, or internal stakeholders.
Key Responsibilities:
End-to-End Permit & License Management
- Lead full-cycle management of local approvals, including Development Order (DO), Earthwork Permits, Building Plan (BP) Approvals, BOMBA (Fire Safety) submissions and inspections, Certificate of Completion and Compliance (CCC), Other permits required for site development and operation
- Coordinate submission schedules with consultants, contractors, and internal stakeholders.
Government & Stakeholder Liaison
- Build and maintain strong working relationships with:
- MBJB / PBT and other local councils
- PLANMalaysia and state departments
- BOMBA (Fire & Rescue Department)
- Represent the company in meetings, technical discussions, and site inspections.
Construction-Aligned Coordination
- Work closely with internal project delivery, engineering, and construction teams to ensure regulatory milestones are embedded into the project schedule.
- Advise on local compliance implications during planning and execution phases.
Documentation, Compliance & Reporting
- Ensure accurate and complete submission documentation for all permit processes.
- Track and report approval progress, delays, and action items to the Local Resource Senior Manager and relevant project teams.
- Maintain an organized archive of all regulatory documentation for audit and operational readiness.
Qualifications:
- Bachelor’s Degree in Engineering, Construction Management, Urban Planning, Architecture, or related field.
- 6–10 years of relevant experience in construction permits and regulatory approvals, preferably with experience in data center or critical infrastructure projects.
- Familiarity with Johor state and local regulatory frameworks, especially BOMBA, CCC, BP.
- Proficient in English and Bahasa Malaysia; Mandarin proficiency is strongly preferred.
- Strong understanding of construction project timelines and approval dependencies
- Good communication and stakeholder coordination skills
- Ability to manage pressure and work independently to drive results
- Culturally adaptable with high attention to detail and accountability
- Able to bridge technical and administrative discussions between site teams and authorities
