Job description

We are seeking a dynamic and experienced Assistant Manager - Learning & Development to drive key talent development and engagement initiatives across the South East Asia region.

The ideal candidate will bring 8-12 years of expertise in Learning & Development, coupled with a strong background in content creation, employee engagement, and performance management, particularly within the Retail / Hospitality industry.

This role requires proficiency in managing HRDF training budgets and claims processes, Learning Management Systems (LMS), content design tools, and an ability to work with data-driven insights for training effectiveness.

KEY RESPONSIBILITIES

Learning & Development

  • Design, develop, and deliver impactful learning programs tailored to the region's business needs.
  • Conduct Training Needs Analysis (TNA) to identify skill gaps and align training plans with organizational goals.
  • Administer and manage Learning Management System (LMS) platforms, ensuring seamless user experiences and effective reporting.
  • Develop and execute training calendars and budgets, ensuring alignment with regional and organizational objectives.
  • Monitor and measure training effectiveness through MIS reports and key performance indicators (KPIs).

HRDF Budget Management

  • Oversee the HRDF training budget, ensuring compliance with regulations.
  • Manage the HRDF claims process, including preparation, submission, and follow-up for reimbursements.
  • Provide regular updates on budget utilization and ensure cost-efficient training initiatives.

Content Development & Design

  • Create visually engaging and interactive learning materials, e-learning modules, and presentations.
  • Utilize tools such as Photoshop, Canva, CorelDRAW or any other content design platforms to enhance learning content.
  • Collaborate with subject matter experts to design innovative learning solutions that drive employee development.

Employee Engagement & Performance Management

  • Lead and execute employee engagement initiatives, fostering a positive and inclusive work environment.
  • Conduct regular employee surveys, analyze results, and drive actionable insights for enhancing engagement levels.
  • Support the execution and management of the organization’s performance management process.
  • Partner with managers to identify employee development needs and align training programs accordingly.

Stakeholder Collaboration & Regional Support

  • Act as a key L&D partner to regional and local leaders to identify and address talent gaps.
  • Collaborate with HR and cross-functional teams to align learning initiatives with organizational objectives.
  • Be available for travel across Indonesia and Malaysia (8-10 days per month) for on-site training and employee development activities.

QUALIFICATION & SKILLS REQUIRED

Education

  • Master’s degree in Human Resources or Psychology (or equivalent).

Experience

  • 8-12 years of experience in People Function with at least 5 years in L&D, with a proven track record in the retail industry. Prior experience as an HR Business Partner is a plus.
  • Hands-on experience in content development and utilizing design tools like Photoshop, Canva, etc.
  • Prior experience facilitating training both in person and virtually required. Prior experience with delivering training to both leaders and individual contributors strongly preferred. Fluency in English required.
  • Experience managing HRDF training budgets and handling claims processes.
  • Proficiency in managing and optimizing LMS platforms.
  • Experience in leading employee engagement and performance management processes.

Technical Skills

  • Proficiency in MS Excel ( Pivot / VLOOKUP / etc), Word, and PowerPoint.
  • Advanced knowledge of e-learning, content development tools, and MIS reporting.
  • Certification in assessments (DiSC, Korn Ferry, MBTI) and learning programs (Frankly Covey, Situational Leadership) strongly desired.

Location: Based in the Kuala Lumpur with travel required across Indonesia and Malaysia.
