Job Opportunity: IT Governance Manager – Shaping the Future of Digital Compliance in Real Estate

We’re looking for an IT Governance Manager to lead the charge in establishing and enforcing governance frameworks that safeguard the responsible use of digital technologies, data, and AI within the real estate industry.
In this role, you will be at the forefront of regulatory compliance, cybersecurity, risk management, and data governance—ensuring our digital transformation initiatives align with Malaysia’s legal requirements and industry best practices. You’ll collaborate with cross-functional teams, including IT, legal, finance, and business leaders, to create a secure and compliant digital ecosystem that supports business growth and innovation.
Responsibilities:
Data Governance, Policy and Procedures
- Develop and implement a digital governance framework that ensures compliance with Malaysia’s Personal Data Protection Act (PDPA), AMLA (Anti-Money Laundering Act), and real estate regulations.
- Establish governance policies for property data management, smart buildings, IoT-enabled assets, and AI-driven real estate analytics.
- Ensure compliance with global and regional data protection laws (e.g., GDPR, CCPA) for international investors and tenants.
- Create a data classification and security policy for managing sensitive transaction data.
- Implement ethical guidelines for AI and automation used in property valuations, customer engagement, and predictive analytics.
Risk Management & Compliance
- Assess digital risks related to real estate transactions, online listings and property management systems.
- Develop cybersecurity policies to protect property management platforms, smart building systems, and databases from cyber threats.
- Conduct risk assessments on PropTech (property technology) solutions, ensuring vendor compliance with security and data protection standards.
- Work closely with legal teams to ensure compliance with digital contracts, e-signatures, and automated customer verification processes
Technology Oversight & Smart Real Estate Governance
- Define governance controls for cloud-based property management systems, IoT-enabled assets, and digital leasing platforms.
- Monitor compliance with industry standards such as ISO 27001 (Information Security), ISO 19650 (Building Information Modelling - BIM), and cybersecurity best practices.
Performance Monitoring & Continuous Improvement
- Define and track KPIs for digital governance effectiveness, cybersecurity incidents, and regulatory compliance.
- Regularly audit and review governance frameworks based on market trends, evolving regulations, and emerging digital risks in real estate.
- Recommend improvements to automated compliance monitoring systems and governance dashboards.
Department KPIs
- Lead in developing, managing, and monitoring Digital Division Key Performance Indicator (KPI).
- Work with Head of Units, to define key performance indicators (KPIs) for the Digital Division in alignment with organizational objectives.
- Establish clear metrics to measure the success of digital initiatives.
Budgeting and Expenditures
- Lead in managing and monitoring the budget for digital initiatives, ensuring cost- effectiveness and efficiency.
- Develop and manage budgets for digital initiatives.
- Ensure budgets align with strategic goals and priorities.
- Regularly review and adjust budgets based on project progress and changing needs.
Procurement Activities
- Oversee all procurement activities for the department, ensuring compliance with organizational policies and ensure timely processing of bills and invoices.
- Ensure all procurement activities adhere to organizational policies and relevant regulations.
- Oversee the timely processing of invoices related to digital initiatives.
Stakeholder Engagement & Digital Awareness
- Act as the sparring partner with senior leadership on digital governance, ensuring alignment with business objectives and sustainable smart city initiatives.
- Conduct digital literacy and compliance training for employees handling customer data and financial transactions.
Vendor Management Activities
- Involved in Digital Vendor Management, activities that cover vendor registration, performance assessment and deregistration.
- Oversee and streamline process for vendor registration within the Digital department.
- Conduct regular evaluations to measure adherence to service levels and contractual obligations.
Qualifications:
- Bachelor’s or master’s degree in business, Law, Information Technology, or a related field.
- At least 7 years of working experience
- Total Relevant Experience: 7 years in relevant industry, similar responsibilities.
- Knowledge in IT Governance, Risk Management, Enterprise Architecture, Application System and general & emerging IT Technologies.
- Experience and knowledge in business analysis and IT/Computer – Cloud, Networking, Software, Application, or equivalent.
- Certified and/or familiarization towards TOGAF/ ISO 20000-1/ ISO 27001/ NIST/ BCM/ GDPR/ PDPA is an added advantage.
