Human Resources and Admin Manager (Property Development)

The salary and benefits will be matched and determined based on the candidate's experience, current compensation, and market salary levels.

Job Overview:
We are hiring an HR & Admin Manager to oversee the full scope of human resources and administrative functions. Responsibilities include recruitment strategy, compensation and benefits, employee relations, performance management, expatriate work permits, and daily office administration. The ideal candidate should have strong leadership skills and work closely with all departments to ensure effective implementation of HR policies, compliance with legal requirements, and the development of a positive and efficient work environment that supports the company’s business objectives.

Job Responsibilities:

  1. Strategic Recruitment & Onboarding
    Develop recruitment plans and manage the end-to-end recruitment process, including manpower planning, job postings, interview coordination, and hiring decisions. Optimize onboarding procedures to improve recruitment efficiency and enhance new hire experience.
  2. Payroll, Attendance & Statutory Contributions Management
    Supervise payroll processing, salary adjustments, and calculations to ensure timely and accurate statutory contributions (EPF, SOCSO, EIS, PCB). Review attendance and overtime records to ensure payroll accuracy in accordance with company policies.
  3. Employee Relations & Benefits Management
    Manage employee relations, handle grievances, mediate conflicts, and conduct disciplinary actions in compliance with company policies and labor laws. Oversee and enhance employee benefits programs to ensure they are competitive and legally compliant.
  4. Performance Management & Training Development
    Lead the performance appraisal process and support department heads in planning employee development and improvement strategies. Assess training needs and implement learning and development initiatives to improve overall organizational effectiveness. Handle the application, renewal, and cancellation of work permits and visas for expatriate employees. Act as the liaison between the company and government authorities (e.g., immigration) to ensure full legal compliance.
  5. Administrative Management & Compliance Oversight
    Oversee daily office administration, including office maintenance, procurement, and document control. Ensure HR and administrative operations comply with labor laws, internal policies, and health and safety regulations.

Required Qualifications & Skills:

Diploma or Bachelor's degree in Human Resource Management, Business Administration, or a related field.

5 to 7 years of relevant experience in HR and administrative roles; experience in the property development industry is an added advantage.
