Human Resources and Admin Manager (Property Development)

Job Overview:

The HR & Administration Manager / Assistant Manager will be responsible for developing, implementing, and optimizing HR strategies, policies, and administrative processes, ensuring alignment with company objectives and Malaysian labour laws. This role requires expertise in recruitment, performance management, payroll, employee relations, and administrative functions, contributing to organizational growth and business success.

Job Responsibilities:

1. Human Resources Management:

  1. Develop, implement, and refine company HR policies, procedures, and strategies to align with business goals and legal requirements.
  2. Oversee and manage the end-to-end recruitment process, including job postings, resume screening, interview coordination, background checks, and onboarding.
  3. Manage employee relations, handling grievances, conflicts, and disciplinary matters to foster a positive work environment.
  4. Implement and oversee performance appraisal systems, providing regular employee feedback and driving professional development.
  5. Design and execute employee training and development programs to enhance skills and improve team productivity.
  6. Administer payroll and employee benefits, ensuring accurate and timely salary processing in compliance with KWSP, SOCSO, EIS, and PCB regulations.
  7. Handle work permits and employment passes for expatriates, ensuring full compliance with legal requirements.

2. Administration Management:

  1. Supervise daily administrative operations, including office supplies procurement, office maintenance, and general administrative support.
  2. Develop and optimize administrative policies to enhance operational efficiency and ensure smooth office management.
  3. Oversee workplace safety and compliance with health, safety, and data protection regulations.
  4. Liaise with external agencies (government authorities, legal advisors, HR service providers) to ensure compliance with regulations and contractual obligations.

3. Organizational Development & Compliance:

  1. Regularly review and update HR & administrative policies to maintain compliance with the latest labour laws and industry best practices.
  2. Develop and implement employee handbooks and corporate culture initiatives to foster engagement and alignment with company values.
  3. Prepare and present HR reports to management, covering workforce data, recruitment performance, training outcomes, and compliance status for informed decision-making.

Required Qualifications and Skills:

  1. Diploma or Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
  2. Minimum of 5 years of experience in HR and administrative management, preferably in the property development industry.
