The Manager is overseeing and responsible for overall Human Resources Management functions.
Duties and Responsibilities
To deploy HR strategies and processes.
To develop and implement local HR strategies and processes.
To establish recruitment strategy and activities to ensure timely and effective hiring process.
To establish compensation strategy to ensure competitiveness in the market to attract and retain talent.
To work closely with HR Team to ensure smooth planning and implementation of HR activities this includes HR Budget and Control, Performance Management, Learning and Development, HR Policies and Procedures, Employee Engagement, IR, Communication, and any other HR projects from time to time.
To work closely with local leadership team to strengthen the organization through optimize resources allocation/utilization, People Development, Succession Planning, Employee Engagement, effective policies and procedures, and effective cost management.
To work closely with respective Head of Department to understand recruitment needs and requirements and execute hiring activities to achieve the desired targets.
Maintain the work structure by updating job requirements and job description for all positions timely.
To manage the overall effective of the training functions which includes training plan, monitor training budget, organize training based on the management requirements, maintaining of training records and HRDF utilization.
Responsible for leading the local team for overall HR administration, this includes timely and quality update of HR database and filing, employee leave record, and effective retrieval system.
Responsible for leading the local to timely and accuracy disbursement of local payroll, and ensure compliance with local statutory requirements (including tax returns, social contributions, insurance, etc.).
Manage employee relations, including resolving conflicts, handling disciplinary actions, and addressing grievances fairly and in line with regulations.
Stay informed about employment laws, guide management, and ensure HR practices comply with legal standards.
Prepare accurate reports for management and governing bodies on time.
Act as the main representative of the company for compliance matters.
Responsible to ensure compliance of all HR policies and practices with local employment regulations.
Requirements
Bachelor’s degree / Postgraduate Diploma in Human Resources or related disciplines such as Business Management or Professional HR certification.
Minimum of 5 years’ Human Resources Management experience at managerial position. IT and telecommunication industries preferred.
