Job Summary

We are looking for a dedicated and detail-oriented HR Executive to specialize in foreign worker management. This role requires expertise in work permit processing, immigration compliance, recruitment, and welfare management for foreign employees. The ideal candidate must be proficient in Malaysian labor laws, foreign worker regulations, and liaising with government agencies such as the Immigration Department, Ministry of Human Resources (MOHR), and JTK.

Key Responsibilities

  • Assist in hiring, screening, and placement of foreign workers in accordance with company needs.
  • Coordinate with authorized recruitment agencies and government bodies for work permit applications.
  • Arrange and oversee pre-employment medical check-ups, visa processing, and employment contracts.
  • Conduct orientation programs to ensure foreign workers understand company policies and workplace culture.
  • Manage work permit applications, renewals, cancellations, and repatriation processes.
  • Ensure legal compliance with Malaysia’s Immigration Act, Employment Act, and other labor laws.
  • Liaise with Immigration Department, JTK, and embassies for documentation and legal matters.
  • Maintain accurate records of work permits, passports, and visa expirations to prevent legal issues.

3. Foreign Worker Welfare & Employee Relations

  • Handle housing, transportation, and welfare arrangements to ensure a safe and comfortable living environment for foreign workers.
  • Act as a point of contact for foreign worker concerns, grievances, and conflict resolution.
  • Ensure proper communication channels are in place to address language and cultural differences.

4. Compliance & Audits

  • Prepare for government audits, labor inspections, and compliance checks related to foreign workers.
  • Ensure foreign workers receive statutory benefits, such as SOCSO (Social Security), EPF (if applicable), and insurance coverage.
  • Implement and maintain HR policies in line with legal requirements and best practices.

5. Documentation & Reporting

  • Maintain updated employee records, including work permit status, medical reports, and disciplinary records.
  • Prepare HR reports and workforce analysis for management decision-making.
  • Coordinate with finance and payroll teams to ensure accurate salary processing for foreign employees.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Minimum 3 years of experience in foreign worker management, immigration, or HR operations.
  • Strong knowledge of Malaysian labor laws, work permit procedures, and employment pass regulations.
  • Experience in liaising with government agencies (Immigration, MOHR, JTK, embassies, and recruitment agencies).
  • Excellent organizational, problem-solving, and interpersonal skills.
  • Ability to work independently and manage multiple tasks in a fast-paced environment.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and HRIS systems.
  • Mandarin-speaking ability is preferred to communicate with foreign workers from China.
