Health, Safety, Environment, Quality (Q - HSE ) Specialist

As a responsible international player, we set and strictly observe the highest Q-HSE standards, sometimes exceeding Malaysian requirements. Equally, we meticulously document source, conversion and export of every bit of material arriving or leaving at our facility. As the Health, Safety, Environment, Quality (Q - HSE) & Regulatory Affairs Business Partner, you are responsible for compliance with all applicable domestic and international laws, rules and regulations with respect to Health & Environment (HSE). You are also the go-to person for overall quality assurance and its documentation, especially in the context of ISO. We do not want an HSE-enforcer by the books but somebody who partners with our other leaders (they are your peers!) for solutions. You report to the Production Manager.
Responsibilities:
- Ensure all environmental, safety and health (EHS) procedures and reporting comply with local regulations such as Department of Safety and Health (DOSH), NIOSH, JKKP, Department of Environment (DOE), Ministry of Health and BOMBA. Analyse the workplace, assess risks and make recommendations for preventive measures to maximize workplace safety.
- Continuously raise awareness about HSE policies & procedures through monitoring, meetings and training. Organise and lead the safety & health committee. Conduct and manage the Emergency Response Team, Bomba Training and Fire Drills.
- Promptly analyse and investigate causes of employee accidents, illness, environmental incidents or other events. Prepare detailed reports including recommendations for future avoidance, internally for stakeholders and/or to authorities.
- Be the focal point for the implementation of quality management per ISO 9001, 14001 and 45001 standards.
- Collect, analyse, and report relevant data continuously for continuous improvement, pre-emptive actions, make suggestions and oversee implementation, conduct related training.
Experience:
- Comply with safety regulations compliance to company, corporate & local authority requirements (Guidelines, Licensing & Certificates) including updates to Legal Register Audit with Scope (OSHA 1994, FMA 1967, Bomba Act & etc.) HIRARC, SWHA, Safe Work Procedure etc.
- Conduct HSE Monitoring as per required by regulation e.g. (Air Quality, Noise, Lighting etc.)
- ISO 9001: 2015, ISO 14001:2015, ISO 45001:2018.
- Prepare scheduled waste reporting through eSWIS portal DOE.
- Conduct audit & inspection in the company premises (self, by relevant government departments and external auditors), compile and present audit findings.
- Familiar with HSE standards of globally operating companies.
Qualifications:
- Number of years in this discipline is good! More important though is, you have done:
- Active involvement in obtaining and maintaining ISO certifications.
- Signing responsibility / authority for HSE related audits (= you were in charge!).
- Defining and maintaining highest HSE standards, ideally some time with MNC.
- Whilst we do not expect specific industry experience, it helps if you have been exposed to heavy duty operations such as mining, quarry, precast, construction, casting, steel fabrication etc. (heavy loads, material movements and machinery).
- Solid and relevant educational foundations and certifications.

- Must have:
- CePSWaM (Certified Environmental Professional for scheduled waste management).
- CePBFO (Certified Environmental Professional in Bag Filter).
- Good to have: Green or Yellow Book Holder certification.
- Great to have: IRCA ISO 9001 Lead Auditor.
- Fluent in Bahasa and English, comfortable across Microsoft Suite.
