Lead the preparation and review of RFP/RFQ documents and processes, including clarification with contractors, consultants, suppliers, and other stakeholders.
Able to source new vendors for better quality, payment terms, and price.
Able to understand project demands and gather feedback for better improvement of procurement activities.
Able to provide guidance and advisory for the pre-contract section and team to ensure the department’s results meet organizational needs at all times.
Good knowledge in whole lifecycle project costing, from pre-contract to post-contract and tender.
Possess good knowledge of estimation of budget, negotiation, award, contract administration, and closing of final accounts.
Responsible for preliminary estimate, pre-tender estimate, cost analysis, and feasibility study for new projects.
Ensure that all contract terms are clear, enforceable, and aligned with the company's objectives and risk management policies, including compliance with relevant laws, regulations, and industry standards.
Ensure that all pre-contractual activities comply with government circulations and prevailing laws and regulations.
Able to propose or develop standard contract templates and terms for recurring agreements to streamline the contract management process and actively involve in improving the policies and procedures for efficiency.
Manage all aspects of the contract.
Responsible for clarifications, pre and post contract management, including preparation of final accounts.
Ensure tendering processes are performed timely, conduct tender interviews/clarifications, evaluation of costs, including alternative products and methods of construction to achieve the most competitive price in compliance with limits of authority, policies, and procedures.
Ensure timely appointment of vendors, including all operational work processes and documentation in compliance with the Company’s Quality Management System.
Act as the primary point of contact for all pre-contractual matters.
Maintain comprehensive records of all pre-contractual activities and decisions.
Prepare regular reports on contract status, risks, and issues for senior management and present them for approval committees or prepare management paper approval.
Ensure all RFQ/RFP/Tender documentation is accurate, complete, and securely stored.
Contribute to the development of the company's strategic plans by providing insights on contract management practices.
