Head of Planning and Development

The Head of Planning and Development is responsible for overseeing the planning, design and development of water infrastructure projects. This includes managing the efficient use of funding from Pengurusan Aset Air Berhad (PAAB) for large-scale projects and ensuring that the company's water supply systems are sustainable, efficient and compliant with local regulations. The position involves working closely with PAAB to secure and manage financing and infrastructure projects, while also addressing the challenges of climate change, water conservation and resource sustainability. The role requires collaboration with key regulatory bodies such as Suruhanjaya Perkhidmatan Air Negara (SPAN), Jabatan Alam Sekitar (JAS), Badan Kawal Selia Air Negeri Sembilan (BKSA) and local government authorities.

Key Responsibilities:

1. Strategic Planning and Development: Lead the development of long-term water supply strategies, addressing urban and rural needs and aligning with national policies such as the National Water Resources Policy, Water Services Industry Act 2006 and Water Services Industry Regulations.
2. Project Management: Oversee large-scale water infrastructure projects, ensuring they meet deadlines, stay within budget and comply with quality and safety standards. Ensure all projects funded by PAAB align with its guidelines, policies and financial reporting requirements.
3. Funding and Financial Management: Collaborate with Pengurusan Aset Air Berhad (PAAB) to secure funding for water infrastructure projects, including preparing detailed financial proposals, cost-benefit analysis and aligning with PAAB's strategic objectives.
4. Regulatory Compliance and Risk Management: Ensure compliance with all relevant water regulations, including the Water Services Industry Act (WSIA), Environmental Quality Act and PAAB guidelines for funded projects.
5. Team Leadership and Development: Lead, provide leadership and mentoring to a multidisciplinary team of engineers, planners, technical team and projects team, fostering a collaborative and results-driven environment.
6. Collaboration and Stakeholder Management: Work closely with regulatory bodies, such as SPAN, Department of Irrigation and Drainage (DID), and local municipalities, to ensure alignment with national and state-level policies. Coordinate with PAAB representatives to ensure smooth coordination between the water company's project development teams and the funding disbursement.
7. Sustainability and Innovation: Lead efforts to incorporate green technologies and eco-friendly practices into project designs to reduce environmental impact and meet Malaysia's long-term water management goals.
8. Performance Monitoring and Reporting: Develop key performance indicators (KPIs) for project success, tracking completion times, financial performance, and sustainability metrics. Report regularly to senior management and PAAB on project progress, financial status and any emerging challenges. Ensure that all PAAB-funded projects meet regulatory requirements, are on schedule, and adhere to the financial and technical guidelines outlined by PAAB.

Requirements:

• Bachelor's or Master Degree in Civil Engineering, Water Resources Management, or related field.
• Professional certificates, such as PMP (Project Management Professional), IEM (Institute of Engineers, Malaysia).
• Proficiency with project management software, CAD GIS and other related tools.
• Minimum 10 years of experience in managing large-scale water infrastructure projects.
• Experience in managing projects in compliance with Water Services Industry Act (WSIA) or other related and relevant regulations.
• Expertise in water supply, water treatment and distribution systems with a strong understanding of Malaysia's water sector.
• Excellent communication skills, capable of interacting effectively with senior management, regulatory authorities and external contractors.
• Strong leadership capabilities, with experience leading multidisciplinary teams to achieve complex goals.
