Job description

Job Purpose

To develop and execute HSSE strategies that align with the purpose and vision, guided by the QHSSE policy and where relevant, Sustainability policy. Lead the development and continuous improvement of safety and security measures and practices across all aspects of the projects and operations. Outcome – Safety is embedded in the day-to-day practices supported by a strong culture.

Job Responsibilities

Policy

  1. Custodian that formulates, reviews and updates the Company Quality, Health, Safety, Security and Environment (QHSSE). (Note: Quality is under Development Services portfolio)

Leadership

  1. Drive safety culture jointly with leadership team(s).
  2. Advise the Board on the progress of the HSSE cultural change journey.
  3. Collaborate with project and operations teams to integrate HSSE considerations, regulations, OSHCIM regulations (where applicable), codes and standards including design, construction, and operations.
  4. Promote industry leadership in HSSE through external forums.

HSSE Management System

  1. Lead the organization to implement the Health, Safety, Security and Environment (HSSE) policy and strategy, tracking its execution and driving continuous improvements.
  2. Track and monitor Group HSSE performance and where required, disclose key HSSE data in SDP’s external reports.
  3. Develop and implement a management system that aligns with industry best practices and regulatory requirements that revolve around mitigating HSSE risks.
  4. Custodian of the HSSE Management System comprising of QHSSE policy, HSSE Manuals and Guidelines.

HSSE Capabilities

  1. Build capabilities of staff and the supply chain to embed a strong safety culture through on-the-job experience and classroom training.
  2. Develop and maintain the Competence Framework for in-house HSSE practitioners.
  3. Stay up-to-date with industry trends, regulations, and best practices related to HSSE.

HQ HSSE Team and HSSE Skillpool Development

  1. Effectively support HR strategic human resource initiatives particularly in the areas of recruitment and retention, talent development and management, succession planning, and employee engagement.
  2. Support the HSSE skillpool professional development and give performance feedback to respective supervisors for HSSE practitioners working in the functions or business units.

Corporate Security

  1. Execute the annual corporate security plan through the Auxiliary Police force (AP) involving all assets under the control for Townships that have not yet been handed over to authorities, Leisure and operated malls.
  2. Provide as-and-when security support for events, special operations (e.g., night survey in forest) and drone support.
  3. Build AP capabilities in security management.

Education/Professional Qualification

Degree in Occupational Safety & Health / Environmental / Science / Engineering or any relevant qualifications.

Professional Experience

  1. 15 - 20 years’ experience in HSSE or Operations or Project Management with a high HSSE element, including 5 years in a senior leadership capacity.
  2. Experience in Project Management and/or Operations where safety is paramount is advantageous.
  3. This role is not suitable for security personnel with theoretical knowledge or light experience on safety.
  4. Preferably in Property Development/Construction, Infrastructure, Oil & Gas, or Manufacturing industry with significant scale or size.
  5. International exposure is an advantage, but not necessary.
  6. Evidence of leading a cultural and systemic change in Safety with strong engagement skills.

Risk Management

Governance, Risk and Integrity:

Understand, at minimum:

  1. The Group and BU/OU/Support Department governance structure and process;
  2. BU/OU/Support Department operating parameters;
  3. Laws, rules and regulations impacting BU/OU/Support Department area of operations;
  4. The Group’s principles and requirements of the Group's Code of Business Conduct ("COBC"), Group Policies and Authorities ("GPA") and related policies and procedures;
  5. The basic application of risk management in the BU/OU/Support Department area of operations;

Drive, lead and/or assist in:

  1. Maintaining compliance to the requirements.
  2. Guiding others, where required.
  3. Raising concerns and seeking guidance when in doubt.
  4. Speaking up and making the necessary reports of breaches to the requirements after becoming aware of it. The said report should be sufficiently complete, accurate and timely to enable appropriate management decision making.
  5. The Group and/or the BU/OU/Support Department Integrity related programs and activities.
  6. The performance, monitoring and execution of risk management activities in the area of operations as guided by the risk management guidelines, to ensure the Group and/or BU/OU/Support Department objectives are achieved.
