JOB RESPONSIBILITIES:

General: Supervision, support and management of Offshore Operations

Policies, Procedures & Tools:

  • Specify the needs, develop and maintain necessary policies, procedures and work processes and support the maintenance and further development of SEB Quality Management System.
  • Review and update the database of all construction equipment – own equipment and equipment used for record and future reference.
  • Specify, collaborate and communicate the requirements and utilization of all construction materials, equipment / facilities and manpower (spread) between the PMT / Operations / Asset and other working level personnel to ensure efficiency in utilization.
  • Review and verify all internal (department’s) requisition for any materials/ equipment/ personnel/ services required.
  • Review and update the database of schedule elements / work activities (materials, equipment / facilities, manpower and duration) for record and future use (Project Management – Scope/Schedule/Cost).
  • Review and update the department’s HIRADC / EAI register specific for all relevant scope of works for record and future use (HSE).
  • Review and update the department’s SOP and ITP database for all relevant scope of works for record and future use (QA/QC).
  • Integrate all lessons learnt / findings / close-out in the department’s system / process / procedures (Continuous Improvement).
  • Mentor / coach the personnel under supervision to increase the capability and capacity of personnel / team based on supervisory role to ensure personnel and team competency is at the required level.
  • Evaluate and provide feedback on all personnel assigned under supervision for every task / assignment for all aspects of work i.e. performance, capacity, gap and recommendations for personnel / team development.
  • Support the development of capability and capacity of the unit / department (scope and responsibilities) by recognizing the opportunity through assignment and develop the proposal / plan accordingly.

Organizational Resources:

  • Ensure that the organizational capability of the section is maintained and adjusted in achieving objectives.
  • Ensure that all the resources are available for the section to perform the required activities.
  • Ensure proper planning of work and manpower in the section.
  • Support PMT in allocating resources during project execution.
  • Identify training and development needs of sub-ordinates.
  • Perform appraisals of sub-ordinates.

Business Development/Marketing:

  • Promote SEB to spread positive and correct information about the organisation.
  • Create an active and positive relationship within group’s internal market.

Offshore Operations:

  • Manage OCMs and provide the vision for a better offshore operation, planning and coordination.
  • Develop the overall construction plan for the project in conjunction with the project PEP.
  • Oversee, manage, and document all day-to-day offshore operations including safety compliance requirements.
  • Communicate issues, events, performance and progress daily to the Head of Offshore Execution and PMT.
  • Report any problems/issues promptly to the management to facilitate the most cost-effective solution.
  • Establish effective working relationships with PMT and Client.
  • Develop a high-performance offshore team through supervision, training, coaching and mentoring.
  • Ensure regular feedback is shared with subordinates including timely completion of crew performance appraisals.
  • Assist in formulating and implementing the offshore construction schedule.
  • Maintain the schedule and ensure that offshore work performed is consistent with the contract and will meet or exceed client expectations.
  • Communicate the project progress / outlook and any specific highlights regarding the project including all technical, quality, HSSE or any other concerns / issues (internally at worksite and with management at HQ).
  • Lead and ensure the implementation of HSEMS and QMS at worksite as per company’s and project’s specifications for safe completion and compliance.
  • Ensure procedures/ plans as well as reports/ records are developed and produced for / during the mob / demob activities for execution as well as as-built documentations.
  • Review and approve all site produced documents (procedures / plans & records / reports) and shall be the custodian / owner of the documents for single point approving as well to communicate and coordinate the essence to all respective PIC at the worksite, HQ and others.
  • Take charge of the welfare and well-being of all crew and all personnel under responsibility as the worksite owner.
  • Mentor / coach the personnel under supervision to increase the capability and capacity of personnel / team based on supervisory role to ensure personnel and team competency is at the required level (project / construction personnel).
  • Evaluate and provide feedback on all construction / marine (where applicable) crew for each project for all aspects of work i.e. performance, capacity, gap and recommendations to ensure workforce is competent and for future records and database.

JOB REQUIREMENTS:

  • Bachelor’s Degree in Civil/ mechanical engineering or equivalent.
  • Certified OCM by IMCA.
  • More than 15 years as Offshore Construction Superintendent and overseeing offshore operations, including diving, ROV, survey, equipment management and marine spread coordination. 8-10 years as Construction Manager in managing construction operations, and ensuring successful project delivery within planned time and budget.
  • Strong in HSE and Quality Management and managing Health, Safety, Security and Environment (HSE) for offshore construction. Effective communication skills with a proven track record of maintaining strong relationships with internal teams, clients, contractors and regulatory bodies.
  • Expertise in integrating lessons learned and findings into processes for continuous improvement.
