Lead he company's Supply Chain Management functions in formulating overall supply chain strategies and processes to enhance the company’s competitive edge and profitability level as well as institutionalizing best procurement practices towards driving service excellence in line with the Company’s vision of becoming a world-class player.
Key Responsibilities:
Plans & Strategies
Strategize, direct, and formulate synergized supply chain plans, strategies and procurement tools to bring down overall costs (i.e. purchases of materials and services for both procurement costs and bidding costs, operating costs, etc.), improve material management & logistics operations, and enhance product/service reliability.
Direct, plan and oversee the divisional budget (i.e. CAPEX/OPEX) and utilization to ensure that expenses are within approved budget
Lead and drive divisional performance based on industry best practices and bench-marking to ensure continuous improvement.
Project Procurement Management
Strategize and direct project procurement managers and the corresponding teams (i.e. onshore projects, offshore projects & yard purchases, expediting & special projects, marine operation, etc.) to maximize resources utilization & cost savings, obtain highest quality & timely delivery, ensure smooth operations and achieve business goals.
Business Partnering
Strategize and direct the function in business partnering with respective business units in bidding & commercial process, projects and other operations with regards to purchase of materials and services, and material management and logistics solutions
Strategize to explore and venture new project opportunities to assist Business Development team.
Vendor Management & Development
Strategize, direct, and formulate an effective Vendor Performance Management System to support the company’s direction and ensure a pool of reliable vendors/contractors.
Strategize and direct the Vendor Registration to engage with capable and performing vendors/contractors to support the supply chain requirements
Strategize and develop service level specifications with relevant parties/ vendors to ensure delivery of quality, timely and reliable services.
Supply Chain Management Policies, Procedures and Governance
Strategize, direct and control SCM policies, procedures, guidelines and governance (i.e. audit, tender secretariat, etc.) that will facilitate consistency in approach and professional conduct of affairs, process integrity, compliance with regulatory, group and safety guidelines, industry best practices, corporate goals and objectives, and improve risk management.
Strategize, direct and formulate plans and strategies for Material Management and Logistics that could reduce operating costs and ensure proper control of material alignment and optimization of assets and resources, and meet service level agreements
Direct and formulate plans and strategies on the tendering process that would result in efficient and reliable bidders and lead Tender Secretariat team to ensure procurement and subcontract tendering activities follow SCM policies, process and procedures.
Improvement Initiatives
Strategize, direct, and formulate SCM improvement initiatives to achieve divisional excellence and improve Supply Chain processes, current work style, practices, policies, procedures, etc. that would result in measurable cost and non-cost benefits, and at the same time design and manage comprehensive control and monitoring mechanism to protect the integrity of the supply chain activities.
Stakeholder Management
Maintain close relationship with relevant parties (e.g. MITI, Customs, Police and Local Authorities, internal & external customers, auditors, HR, Corporate QHSE, etc.) and vendors/contractors to facilitate smooth running of operations.
Strategize and direct the Vendor Registration functions to provide timely registration/renewal services within service level agreement and engage with capable and performing suppliers to support the supply chain requirements.
Capability- Building
Strategize, direct and formulate the capability-building framework for SCM Division to ensure the availability of competent workforce of all levels with the capability of providing procurement services that meet the required competency & performance standards.
Requirements
Degree in Engineering/ Business Administration/ Management/ Economics or equivalent.
Minimum of twenty-five (25) years working experience in the oil and gas industry, shipyard or related marine industry, including minimum ten (10) years in senior managerial roles.

Ability to work effectively with diverse teams and stakeholders.
