Finance Controller/Chief Finance Officer
A Financial Controller (FC) or Chief Financial Officer (CFO) in a developer and construction company is responsible for overseeing the financial health of the company, ensuring proper financial planning, risk management, and compliance with local regulations. The role involves strategic decision-making to optimize costs, improve cash flow, and ensure sustainable financial growth.
Key Responsibilities:
- Develop and implement financial strategies to support business growth and project development.
- Provide financial forecasts, budgets, and cash flow projections for ongoing and upcoming projects.
- Conduct feasibility studies and financial modeling for land acquisition, property development, and construction projects.
- Align financial planning with the company’s long-term business objectives.
- Oversee project financing and funding arrangements, including loans, investor relations, and joint ventures.
- Manage budgeting, cost control, and expenditure tracking for construction projects.
- Implement strong internal controls to prevent financial mismanagement, fraud, and leakage.
- Ensure efficient tax planning and compliance with Malaysian tax laws, including RPGT, SST, and corporate taxes.
Cash Flow & Treasury Management
- Monitor cash flow and liquidity to ensure sufficient working capital for operations.
- Optimize banking relationships and negotiate financing options for projects.
- Oversee progress payments, retention sums, and claims from clients and contractors.
Compliance & Risk Management
- Ensure compliance with Bursa Malaysia listing requirements (if applicable), Securities Commission (SC) guidelines, and other financial regulations.
- Ensure financial governance aligns with Malaysian financial reporting standards (MFRS/IFRS).
- Conduct risk assessments for project financing, contracts, and investment decisions.
- Ensure compliance with LHDN, CIDB, EPF, SOCSO, EIS, and HRDF regulations.
- Prepare and present financial reports, profit & loss statements, and balance sheets to management and stakeholders.
- Ensure compliance with Bursa Malaysia’s reporting and disclosure requirements.
- Liaise with external auditors, tax consultants, and regulatory authorities.
- Provide quarterly and annual financial reports as required by Bursa Malaysia and Securities Commission Malaysia.
Cost Control & Procurement Oversight
- Work closely with the procurement and project teams to control material and contractor costs.
- Monitor tender pricing, contract terms, and variations to ensure cost efficiency.
- Evaluate subcontractors and suppliers from a financial standpoint.
Business Development & Investment Analysis
- Assess potential land acquisitions, mergers, and partnerships from a financial perspective.
- Provide financial insights for property sales, pricing strategies, and market trends.
- Support decision-making for new investments and diversification opportunities.
Team Leadership & Stakeholder Management
- Lead and mentor the finance, accounts, and admin teams.
- Work closely with the CEO, board of directors, project managers, and bankers.
- Engage with investors, Bursa Malaysia regulators, Securities Commission, and government agencies on financial matters.
Key Skills & Requirements:
- Familiarity with Bursa Malaysia listing requirements and corporate governance guidelines.
- Strong understanding of property development and construction financial models.
- Knowledge of construction project financing, loans, and banking facilities.
- Expertise in Malaysian tax laws, CIDB, and statutory financial requirements.
- Experience in managing project costs, tenders, and contract finances.
- Strong leadership and ability to work with cross-functional teams.
- Excellent negotiation and stakeholder management skills.
- Good communication skills both verbal and written in English, Bahasa Malaysia & Mandarin.
