National Institutes of Biotechnology Malaysia (NIBM) – Petaling

NIBM, established on 27 January 2012, is a consortium of national biotechnology institutes under the Ministry of Science, Technology and Innovation (MOSTI). We are looking for qualified, experienced, dynamic, and work-ready individuals to join our organization for the following position:

Responsibilities:

  • Lead and manage the operation of the department to support the growth of NIBM.
  • Handle the full spectrum of accounting and financial records, ensuring the accuracy of accounting data.
  • Create and review policies, procedures, process, workflow, and conduct regular assessments of financial procedures.
  • Assist the Chief Financial Officer (CFO) in business planning and review.
  • Manage cash flow and liaise with bankers.
  • Monitor and report on banking activities weekly to ensure adequate cash flow.
  • Prepare the annual budget, forecasting, cash projection, and submission of ABM.
  • Prepare financial statements, management reports, and financial analyses to provide a comprehensive view of the organization’s financial health.
  • Prepare other financial reports, including project reports and business metrics, as requested by management.
  • Manage year-end financial processes to finalize annual reports and close the books accurately.
  • Ensure compliance with financial regulations and standards by working closely with auditors and regulatory bodies.
  • Provide necessary information and assistance to auditors for a smooth auditing process.
  • Represent the CFO or NIBM in meetings related to financial matters with stakeholders.
  • Perform other job functions and ad-hoc projects assigned.
  • Manage subordinates of the department.
  • Communicate and liaise with internal and external stakeholders, creditors, clients, and auditors.
  • Improve efficiencies of operation processes and service turnaround time of the department.

Qualifications and Experience:

  • Minimum Degree in Accounting or any related field recognized by the Malaysian government.
  • CPA or MBA preferred.
  • At least ten (10) years of progressively responsible experience in financial management.
  • Proficiency in managing full spectrum accounting and financial functions.
  • Experience with Enterprise Resource Planning (ERP) is compulsory.
  • Strong communication and interpersonal skills, with the ability to communicate financial information effectively.
  • Audit experience is an advantage.
  • Proficient in computers, spreadsheets, and reporting tools, with advanced skills in Excel, Word, and PowerPoint.
  • Strong technical accounting skills, including a thorough understanding of double-entry bookkeeping.
