Export Control Associate

We are currently looking for an Export Control Associate to provide seamless trade compliance solution and comprehensive support to achieve business objectives. The Export Control Associate will join our Malaysia Export Control Team based out of our megasite manufacturing hub in Penang.

Responsibilities

1. Trade Compliance:
2. Ensure all export control compliances are in place & measured, aligned with Keysight policy & procedure.
3. Act as a Country Single Point of Contact (SPOC) for export control compliance.
4. Support trade, software and services order hold release process including RPL hold approval and license hold approval for both license exception and actual license application, aligning with specific country export control regulation.
5. Support export control-related regulation and queries from trade, software and services team for order flagged up for US-Individual Validated License (IVL), and other local countries export license requirement with required paperwork.
6. Manage international trade license/restriction processes and documentation.
7. Extend support to business on RPL screenings and system holds, customer screening and export control team for order hold release after ensuring mandated authorizations.
8. Provide export control regulations training to internal functions and channel partners.
9. Provide guidance & assistance on import and export operations and in solving import and export regulatory problems relating to HTS classification and other related issues.
10. Conduct on-site export control compliance reviews of the business and implement compliance process improvements or new process establishments.
11. Provide regular reporting of country export control compliance metrics.
12. Assist in setting up periodical self-audit programs for Export Control to ensure order hold are correctly released in align with the guidance provided by compliance team.
13. Ensure 100% compliance check for order/shipment process to uphold Keysight's Value of Uncompromising Integrity to customer.
14. Trade Regulation Communication:
15. Provide proactive communication on government requirements and change in legislation or related trade news.
16. Involved in all required country and company communication associated with Export Control & Trade Operations.
17. Conduct business impact analysis from affected regulatory updates/changes.

Qualifications

1. Bachelor’s degree in Trade / Logistics / International Business / Information Technology or equivalent. Fresh graduates or those with up to 2 years' relevant experience are encouraged to apply.
2. Requires general proficiency with tools, systems and procedures to complete tasks.
3. Knowledge and interests in Export Control and Trade Compliance are highly desirable.
4. Experienced in using Microsoft Excel, Word, PowerPoint, Smartsheet, Power BI, Oracle, GTM / OTM would be an added advantage.
5. Great interpersonal skills to be the primary point of contact for internal and external stakeholders.
6. Possess analytical and critical thinking to translate complex requirements set by the authorities for business solutioning.
7. Able to work independently.
8. Able to work on tight deadline and process any last-minute updates to ensure continuous compliance.
9. Able to deal with multiple high-volume projects simultaneously.
10. Strong project management, planning and organizational skills.
11. Results-oriented.
