Executive, Numbering and Electronic Addressing Management

Supporting regulatory compliance, operational excellence, and strategic alignment in numbering and electronic addressing management as well as digital signature licensing. The role includes conducting risk assessments, developing policies and procedures, supporting licensing operations, coordinating audits, and driving continuous improvement to maintain trust, efficiency, and governance standards.

Job Responsibilities:

  1. Conduct regular quality and risk management system reviews to ensure departmental processes align with governance standards, and prepare quarterly reports on department process performance to provide insights, track progress, and support decision-making.
  2. Monitor and assess systems to identify and mitigate operational risks, enhancing compliance and resilience.
  3. Support the department's self-assessment processes, by providing recommendations for continuous improvement.
  4. Assist, coordinate and document findings from audits, compliance checks, and risk assessments to strengthen governance and improve operational efficiency.
  5. Facilitate training sessions and workshops to raise awareness and promote best practices in risk management.
  6. Assist in evaluating applications (new/renewal) for Certification Authority (CA) licence, recognised repository, recognised date/time stamp services, recognised foreign CA, and related services (e.g. qualified auditors) to ensure regulatory compliance and operational efficiency.
  7. Monitor and ensure compliance with the Digital Signature Act 1997 (DSA 1997) and Digital Signature Regulations 1998 (DSR 1998) to uphold industry trustworthiness.
  8. Analyse trends and risks in digital signature operations to propose effective mitigation strategies and support system integrity.
  9. Assist and provide technical and administrative support for licensing processes involving CAs and related entities to ensure efficient, compliant, and transparent operations.
  10. Assist and contribute to the formulation and revision of policies related to: Numbering and electronic addressing and digital signature licensing, compliance guidelines, and SOPs. To align with regulatory requirements and support organizational goals.
  11. Assist in conducting research and benchmarking to ensure policies reflect global best practices and emerging technologies.
  12. Assist in preparing and presenting policy papers, memos, and proposals to management and relevant stakeholders for informed decision-making.
  13. Engage with stakeholders, including licensees and regulatory bodies, to ensure policies are practical, coherent, and well-supported, and support public consultations on new policy initiatives, such as those related to digital signatures or numbering, to gather feedback and foster inclusivity through workshops and collaborative discussions.
  14. Assist in evaluating applications for additional numbering assignments to ensure compliance with the NEAP and support efficient resource management.

Qualification & Work Experience

  1. Degree or professional qualification from a leading university preferably in Information Technology / Computer Science / Engineering / Laws / Economy.
  2. Minimum (2) years working experience in related areas.
  3. Good understanding of IT network, domain names, IP address (IPv4 and IPv6), DNS.
  4. Familiar with relevant management system i.e. QMS, ISMS, BCMS. Certified in IT Security Audit / Information Security / Lead Auditor is an advantage.
  5. Capable in drafting, reviewing, and analyzing policies, proposals, and strategic documents under guidance. Able to contribute technical insights to policy development and support benchmarking efforts against international best practices.
  6. Has experience or interest in participating in multi-stakeholder consultations.
