Executive, Enforcement Operations Department

Malaysian Communication and Multimedia Commission (MCMC) – Sepang, Selangor

Full time

To ensure that all enforcement activities are carried out in accordance with the relevant laws under the purview of MCMC and within the prescribed timeline, with the ultimate objective, to achieve successful prosecution.

Key Responsibilities

  1. Lead the operation (surveillance & raiding) as the Surveillance and Raiding Officer (SRO) with other team members.
  2. Analyse, prepare and brief plan for surveillance and raiding activities for each assigned task.
  3. Liaise with internal and external related parties such as PDRM, SIRIM, Digital Forensic Department and Standards Management Department for successful execution of tasks.
  4. Conduct operation tasks including for high profile and public interest cases, ensuring they are executed in a sensitive and confidential manner with the highest levels of efficiency and propriety, through the use of investigating tools and methodologies within stipulated time.
  5. Gather evidence and make informed decisions and conclusions by employing deductive reasoning and analysis that leads to successful outcomes of cases.
  6. Testify in court and assist Deputy Public Prosecutor in the legal proceedings to provide evidence on matters related to the investigation to ensure successful outcomes in Court.
  7. Prepare concise and timely reports and maintain all records while maintaining strict confidentiality.
  8. Actively participate in joint operations (Task Force) organized by other Law Enforcement Agencies and maintain a close working relationship within internal departments & external, i.e., Digital Forensics Department, SIRIM, Cybersecurity Malaysia, PDRM and other law enforcement agencies to establish a platform to facilitate investigation activities.
  9. Provide advice to state regulatory officers and internal departments on operation activities performed to ensure that the advice, information, activities, and response are given in accordance with the legal provisions and within the stipulated timeline.
  10. Liaise with internal and external parties including MCMC's Deputy Public Prosecutor (DPP), DPP from Attorney General Chambers (AGC), PDRM and other Law Enforcement Agencies (LEAs) to ensure the effective and efficient functioning of the investigation process.
  11. Actively participate in awareness and campaigns as speakers in seminars and forums from time to time.
  12. Attend meetings related to the cases investigated or as instructed.
  13. Lead the court case management tasks such as serving summons to suspects/witnesses, executing warrants of arrest with other LEAs, transporting and exporting suspects from/to prison and court in a safe environment, and other related tasks.

Qualifications

  1. Recognized Honours Degree in Law, Computer Science, Information Technology, Telecommunication Engineering or equivalent or other related qualification from recognized university with minimum CGPA 3.00.
  2. At least 2 years of working experience, preferably in enforcement, regulatory or compliance.
  3. Experience in handling regulatory/compliance issues.
