Job description

As QMI Instrument Engineer you will be accountable for providing technical assurance, expertise, support, and solutions in the effective life cycle management of QMI and instrumentation to ensure safe and reliable operations of the Shell MDS complex. This includes developing and assuring sound maintenance and performance standards for QMI and instrumentation, performance monitoring, problem solving and continuous improvement during run and maintain, projects, plant changes and turnarounds.

You will also be responsible to ensure compliance with applicable laws and regulations, industry codes, standards, and recommended practices, as well as Shell standards and best practices, and will be a key process performer for the Asset Management System Manage Equipment Care – Safety Instrumented Systems (SIS).

You will provide support to the leadership and capability development of the site in the areas of highly reliable QMI and instrumentation assurance to meet the plant’s business objectives, providing support to the Skill pool development and technical coaching.

What’s the role?

  • Manage healthy interface within department, ensuring alignment, sound quality assurance and resource support to meet business targets.
  • Develop QMI and instrumentation assurance strategy and tactics in accordance with regulatory requirements, safety, industry and Shell best practices and guidelines.
  • Initiate management of change (MOC) for technical deviations and risk management.
  • Provide QMI and Instrumentation technical assurance, expertise, performance monitoring and solutions to ensure high onstream availability, reliability and integrity during run and maintain, plant changes, projects, and turnarounds. This includes development, review and maintenance of site procedures, work instructions and all relevant documentation to ensure consistent, sustainable operationalization of assurance recommendations and sound knowledge management.
  • Provide technical assurance for Preventive and Corrective QMI and instrumentation maintenance programs, participating in Asset Management System processes relevant to ensuring highly reliable QMI and instrumentation performance e.g ESP, MTO, TPAM, MAC, PME. Ensuring HEMP and Safety Critical Activities are performed in accordance to approved performance standards, and support prioritization of activities by the Instrumentation Manager or Senior Instrument Engineer to deliver business targets. This includes conducting periodic assurance activities to verify and document site compliance.
  • Lead and provide technical expertise in the engineering design, calculations, specifications, and sound documentation of QMI and Instrumentation projects and plant changes. This includes providing technical specifications for purchase requisitions of spare parts, new equipment, technical evaluation of vendor proposals, cost estimation, defining options, technical evaluations, mobilization of vendor representatives and performance review.
  • Provide technical support in the development of work scope for QMI and instrumentation in major maintenance, non-routine maintenance campaigns, plant changes, projects, and turnarounds. This includes field presence, supervision, and assurance checks.
  • Ensure that all aspects of maintaining the barrier e.g training, procedures, critical equipment, resourcing, schedule compliance, etc. for QMI and Instrumented Protective Functions safety critical barriers are continuously reviewed, shortcomings addressed, and opportunities for improvement are identified and implemented. This includes providing technical guidance to MTAC QMI and Instrumentation teams.
  • Conduct Post Implementation Reviews and learning sessions on a regular basis to ensure continuous improvement opportunities are captured, implemented, and sustained in QMI and instrumentation assurance activities. Track and deliver actions as required.
  • Effectively manage assigned contracts and liaise with relevant contractor partners to resolve technical challenges supported by the Contracting & Procurement organization.
  • Uphold the Technology Vision and Purpose, provide support to Leadership and delivery of the Site Governance Element of Goal Zero, People, Reliability, Innovation, Cost, Projects & Turnaround.
  • Perform as Metering Engineer for Site PHEA as required.
  • Undertake special assignments or tasks as directed by the Instrumentation Manager.

What do we need from you?

  • Must have Engineering / Technical Degree with minimum 5 years working experiences in management of QMI and instrumentation within the Oil & Gas, Chemical, Heavy industry, or equivalent industry.
  • Must be willing to relocate and work in Bintulu.
