Job description

Primary Objective

  • Lead, plan, manage and implement large scale and complex projects (referred to as programs) with a budget above RM10 million and team sizes of more than 50 people.
  • Plan, manage, and implement large scale, complex, and high-cost projects successfully with the highest value for the organization.
  • Lead and manage teams of project members, including outsourced resources and vendors for successful delivery of projects within schedule, budget, and scope.
  • Manage communication on updates to Senior Management, PSC, Heads of SBG/SFG, and SBS/SFS, and Board of Directors (when required) on the progress and performance of projects/programs.
  • Maintain a consistent application of RHB standard project management methodology, processes, tools, and documentation throughout the project life cycle.
  • Proactively identify and manage risks, issues, and change requests of projects.
  • Create strong stakeholder relationships both internally and externally, influencing stakeholder expectations to ensure alignment with project objectives.
  • Provide guidance to project team members about every aspect of the project so they can understand their tasks fully and act on them efficiently.

Key Responsibilities:

  • Manage new key strategic projects to meet project/program goals, including development of clear objectives, timelines, costs, and resources.
  • Initiate and set goals for the project/program, strategizing their directions/objectives to ensure alignment with business objectives and organizational goals.
  • Manage strategic projects/programs covering multiple countries across the region.
  • Lead and drive teams of subject matter experts to produce architectural change and technical solutions to meet project and business needs.
  • Deliver strong leadership skills with a proven ability to plan, manage, and implement large scale, complex, and high-cost projects successfully.
  • Be responsible and accountable for the coordinated management of multiple related projects under a program-level initiative.
  • Manage interdependencies and risks, driving resolutions of key issues and escalating these risks and issues for guidance and decision where necessary.
  • Manage all activities within the project/program management lifecycle, ensuring they are completed on time within the agreed budget and scope.
  • Manage the project/program budget effectively, ensuring that costs incurred are closely monitored and tracked as the project/program progresses.
  • Be responsible for project/program quality, embedding quality processes where applicable and relevant.
  • Manage project/program risks, embedding a risk management process.
  • Develop and execute an efficient communication strategy for ensuring communication with all levels of management within the team.
  • Build strong stakeholder relationships with both internal senior management and external vendors and suppliers, influencing stakeholders with different agendas to align with project/program objectives.
  • Manage and develop the project/program staffing plan, identifying hiring needs, developing position descriptions, and conducting recruitments.
  • Identify sourcing requirements for the project/program, managing sourcing activities and conducting necessary activities to optimize and align with set goals.
  • Manage and oversee the test management team.
  • Manage suppliers’ contracts, drive contract discussions with suppliers, identify areas of negotiation, and facilitate negotiation sessions.
  • Be responsible for the administration, supervision, coaching, development, and performance management of staff within the team/section, providing technical leadership and direction to subordinates and other project staff.
  • Develop, implement, and socialize best practices for performing project-related tasks for the organization.
  • Establish and execute an effective governance framework as well as audit and risk matters during the execution of projects/programs.
  • Communicate project progress and statuses to the Board of Directors, relevant RHB Committees, Senior Management, PSC, and project team on a regular and timely basis.
  • Provide accurate and up-to-date reporting and status updates on a regular basis to Group Project Management.

Requirements (Qualification/Experience/Skills)

Formal Education:

Bachelor's degree in computer science, IT, Business, or any related discipline.

Preferred level of Experience (by years/function/industry):

  • Minimum 10 years’ experience in project management and systems development lifecycle, with a successful track record in leading, managing, and delivering IT projects/programs.
  • At least 10 years of working experience in a Banking/Financial Institution environment, possessing business acumen and strategic planning abilities.
  • At least 8-10 years of experience in leading large IT program teams in Banking-related domains.

Other skills required:

  • Excellent communication and presentation skills, both verbal and written, able to adapt to various levels of detail.
  • Hands-on, detail-oriented in every aspect of the project, but able to handle ambiguity.
  • Result-driven, self-starter, and independent worker.
  • Familiar with the Agile delivery methodology.

Professional Accreditation:

  • Program Management Professional (PgMP) – Preferred.
  • Scrum Master Certification - Preferred.
  • Agile Professional Certification – Preferred.
  • Project Management Professional Certification (PMP).
  • PRINCE 2 Certification.
