Job Responsibilities
- To provide comprehensive medical cover, or definitive emergency care, during hours of duty and working in conjunction with the other Resident Medical Officer (RMO) to provide a 24 hour service at the hospital.
- To evaluate, stabilize and treat varying degree of emergencies according to the urgency of their condition based on the principle of triaging.
- To assist in the day to day functions at the hospital and any other reasonable tasks, within their level of experience, requested by the organization.
Operational Responsibilities
- To undertake any other duties assigned by CEO, Head of medical Services, Chief Medical Officer, or Emergency Physician if required in meeting the organisation and department’s goals and objectives.
- To fulfill required working hours/shifts set by the organization.
- To be readily available and/or contactable when scheduled on duty.
- To remain on the hospital premises whilst on duty. In the event of an RMO not attending for duty, the previous RMO must remain until a replacement is found ensuring continuous cover.
- To receive a detailed hand-over report on patients from the previous shift RMO when commencing duty, preferably 15 min prior to start of shift.
- RMOs must work to provide initial assessment, examination, diagnose and provide appropriate treatment within their level of experience and competence.
- Initiate management plan and organise appropriate diagnostic and therapeutic procedures, in consultation or communication with Consultants.
- Ensure effective referral and disposition of the patient after they leave the Emergency Department. This includes discharge letters and instructions or prescriptions as required.
- Ensure consistent and accurate documentation, clerking and medical record practices. All patient reassessment, reviews and procedures done should be documented.
- Review of patient progress as appropriate: including ward in-patients at the request of consultant or nursing staff, during or after hours. RMO must respond to ward calls pertaining to patient care.
- Responsible to manage Staff Health Services (employee clinic) and Mortuary Services.
- To certify deaths, issue death certificates and report unexpected deaths to the medical director/Head of ER and complete all relevant documentation including death reports, cremation forms or any relevant documents required.
- May be requested to administer medication injections for radiological investigations when required.
- To participate as a team leader of the pre-hospital care team: case response, patient retrieval, provide safe intra/inter-facility transfer, disaster management team, and event medical coverage.
Consultants Responsibilities
- RMO’s have no admitting rights to the hospital. All patients admitted must be under the care of a Consultant with admitting rights to the hospital.
- Under no circumstances should RMOs seek consent for operations or procedures on behalf of a Consultant.
- To act, as may be reasonably required, on behalf of the Consultant in their absence when requested & keep the consultant informed of their actions or patient’s clinical progress.
- To undertake within their level of experience and competence certain medical procedures required (or under supervision) by the Consultants.
Procedures
- RMOs must seek consent for any procedures that they intend to undertake themselves.
- To take blood samples, set IV cannula or perform minor procedures for patients as may be required.
Hospital Pharmacy
- To communicate and countercheck with the hospitals’ Pharmacist in relation to the patient’s prescription, if required and to adhere to the National Formulary Guideline.
- In exceptional circumstances, the RMO may be requested to dispense drugs/medications.
- The RMO is not allowed to self-prescribe medication or medical certificate (MC).
Administrative Responsibilities
- Attend, participate and contribute ideas in Unit or Departmental meetings.
- Participates in achieving and tracking Quality Indicators to measure care and services rendered to clients for continuous improvement.
- Performance appraisal will be undertaken after three months following employment commencement and then annually thereafter.
Professionalism
- Ensure punctuality to work.
- Good grooming and personal hygiene with clean and neat dressing should be worn in accordance with the hospital’s dress code to comply with infection control guidelines.
- Establish and maintain an effective, professional relationship with Consultants, staff, patients, and visitors.
- No smoking is allowed in the hospital premise.
Job Requirements
Education / Professional Qualification
- Bachelor’s degree in medicine or its equivalent from a recognized institution approved by Ministry of Health Malaysia.
- Registered with Malaysian Medical Council (MMC).
Special Skills
- Effective interpersonal and communication skills, leadership skills.
- Possess valid Medical Indemnity Insurance.
Certification/Licensing Requirements
- Possess valid Annual Practicing Certificate (APC).
