Principal Operations Engineer

Job Overview:

The Pre-Commissioning Tendering Principal Operations Engineer is responsible for preparation of pipeline, flexible and umbilical pre-commissioning tenders and recommending best practices.

The position is based in Kuala Lumpur with the focus on the APAC region.

They will be tasked with solving complex Pre-Commissioning related Operational problems and will work independently with minimal guidance. The Principal Operations Engineer shall be responsible for leading functional teams and are regarded as a specialist in the field of Pre-Commissioning Operations. As such, they must have in-depth expertise in Pre-Commissioning Operations as well as broad knowledge of the Pre-Commissioning Operations discipline within the Marine function.

With the support of the SAF Pre-Commissioning Technical Authority, they shall be responsible to prepare technical and commercial build ups following the Tendering work instruction.

Essential Qualifications and Education:

• Bachelor’s Degree in Engineering
• Extensive knowledge & experience of offshore EPCI / T&I projects including execution, safety management, budget control, schedule control and quality control management
• Familiar with international codes and standards
• Good communication, coordination and organizing skills the ability to work with minimal supervision and liaise effectively and efficiently with other team members and stakeholders
• Demonstrate a high level of interpersonal skills and integrity
• Stakeholder Management skills - Proven ability to build strong working relationships with internal and external parties
• Delivery orientated. Able to manage time and meet deadlines

Preferred Qualifications and Education:

• 10 plus years of experience in the oil and gas industry with Major Contractors and/or Subcontractors
• Experience managing a team
• The following experience is required
  • General experience of shallow and deepwater installation operations
  • Rigid & flexible pipeline pre-commissioning experience - execution of a minimum of 6 projects
  • Umbilical pre-commissioning and controls/start-up experience - execution of a minimum of 6 projects

Key Tasks and Responsibilities:

• Prepare tender package following internal work instruction main steps summarized below:
  • Step 1 - Familiarization and Document
    • To review all ITT documents.
    • To prepare qualifications, clarifications, identify risks and opportunities
  • Step 2 - Schematic, Calculations, Planning, Matrix and Tables
    • To prepare schematics and calculations covering pre-commissioning philosophies for pipeline, flexible and umbilical scope
    • To develop planning based on historical data
    • To prepare scope and responsibility matrix’s
    • To define pre-com spread and marine spread requirements at initial phase of tender
  • Step 3 - Project Execution Plan
    • Combine inputs from Step 2 in the Project Execution Plan
    • Coordinate with engineering and marine team for execution of the work scope
    • Revalidate qualifications, clarifications, identify risks and opportunities
  • Step 4 - Request for Quotation (RFQ)
    • Coordinate the preparation of subcontractor scopes of work Combining inputs from Step 3
    • To include pre-populated defined price schedule.
    • To include pre-comm subcontractor RFQ and where required Baseline Inspection or Caliper RFQ
  • Step 5 - Block Schedule and Price Build Up
    • To include pre-comm and Baseline Inspection or Caliper cost
    • Chemicals, Pig launcher valves and hot stabs, Pigs, Misc items including diesel usage cost estimate
    • Cost for installation aids.
  • Controls - Technical Bid Evaluation and Tender Check List
• While the focus on the APAC region tenders, the Engineer may also support other regions on an as required basis. To include any occasional Engineering support on projects if applicable
• To assist with Standardizing the tendering process and improving on the work instruction
• To provide feedback on lessons learned during tendering process
• To guide and mentor Field Engineers on tendering process to expand their knowledge
• Work in KL and participate in any visits to support tenders
