Job Description

1. Lead the designated technical teams to develop, implement, maintain and support application systems / IT solutions (local and regional) under Risk Management for the designated applications.
2. Planning and managing IT project tasks / deliverables:

The application system development and implementation of IT project / solution are to meet the business strategic plan (incl. business transformation, business growth, operational efficiency, etc.) and compliance requirements as well IT-owned initiatives.

Accountability

1. Ensure system high availability and meet SLA.
2. Ensure the smooth implementation of projects (new or enhancements) on time and within budget.
3. Ensure system solution/design meets user specifications and business objectives.
4. Ensure timely resolution of application problems.
5. Ensure compliance with IT standards/policies, QM SDLC procedures, and Audit requirements.

Supporting Activities

1. Monitor overall system performance, availability and chart/plan appropriate action whenever issues arise.
2. Research on system performance improvements.
3. Constant liaison with the appropriate party within IT regarding project SDLC, etc.
4. Liaison with business counterpart for any concerns that are raised.
5. Monitor team progress and provide regular updates from team members.
6. Provide Unit Head/IT PM regular updates on progress.
7. Enhance understanding of users' business operations, processes and objectives.
8. Mitigate technical constraints and recommend alternative workarounds for user considerations.
9. Promptly assign the most appropriate technical resource to analyze and resolve problems.
10. Mitigate the impact of problems and execute quick recovery plans.
11. Prompt escalation of problems if necessary.
12. Review requirements with QM, IT Security, and Audit.
13. Mitigate risk and recommend alternative workaround solutions/controls to address non-compliance items for considerations.
14. Ensure the system supported is always available according to agreed SLA.
15. Plan appropriately for resources/growth when system performance exceeds established thresholds.
16. Improve system performance by tweaking related parameters.
17. Ensure project cutover is smooth and not delayed due to incomplete or non-compliance with SDLC/Audit/Compliance/Governance teams' requirements.
18. Provide weekly project progress reporting status that is timely updated.
19. Ensure clearer understanding ensures the system is delivered according to business needs; less need for re-work.
20. Obtain buy-ins from business by providing sufficient info for them to make decisions.
21. Minimize turnaround time to resolve problems within agreed SLAs.
22. Keep the business informed so that system recovery is smooth.
23. Management can help to step in to get certain things done if working level is unable to do so.
24. All required deliverables/documentation comply with SDLC, IT Security & Audit requirements.
25. Early risk mitigation ensures no delays/show stoppers when the project is ready to cut over.

Key Requirement

1. Min 10 years of experience in Application developing, planning, project managing and integrating Business and IT solutions.
2. Min 6 years of experience in Microsoft Windows/Solaris/Redhat.
3. Min 6 years of experience in Oracle HTTPS/Oracle Weblogic/Oracle FCCM Suite.
4. Min 6 years of experience in Data Warehouse/ETL Concepts/AML/KYC/CDD.
5. Must have certification in AML / CFT Knowledge.

1. Knowledge and experience in IT application architecture, design and development.
2. Leadership skills.
3. Understanding of the IT solution discipline, processes and concepts.
4. Technical aptitude, basic knowledge and experience across application, information, technology, and process domains.
5. Basic understanding in project management processes and methodologies including common roles and responsibilities.
