Learning & Development Specialist-Senior HR Executive

JOB SUMMARY
We are seeking a Senior Executive, Human Resources – Learning & Development (L&D) Specialist. This role will focus on the design, coordination, and implementation of impactful learning and development programs, as well as supporting organizational development initiatives, including the management of Malaysia Human Resource Development Corporation (HRDC) compliance. The ideal candidate will also have experience in creating training modules and conducting training sessions internally. They will be detail-oriented, proactive, and possess strong communication skills to effectively manage multiple priorities. Additionally, you’ll support various HR projects and contribute to broader HR strategies.

KEY RESPONSIBILITIES

Learning & Development

Training Needs Analysis

  • Conduct assessments to identify skill gaps and areas for improvement within the organization.
  • Collaborate with department heads to determine training priorities that align with business goals.

Program Development

  • Design, develop, and implement tailored training programs and workshops.
  • Create training materials, including manuals, e-learning modules, and visual aids, to support program objectives.
  • Develop and maintain comprehensive training modules tailored to various roles and organizational needs.

Facilitation and Delivery

  • Facilitate training sessions and workshops, promoting an engaging and interactive learning environment.
  • Deliver training modules effectively, ensuring knowledge transfer and application.
  • Evaluate the effectiveness of training programs through feedback and apply continuous improvements.

Malaysia HRDC Process Management

  • Ensure that all learning and development programs meet Malaysia HRDC compliance requirements.
  • Prepare and submit training grant applications and claims to HRDC.
  • Maintain accurate documentation as required by HRDC guidelines and track reimbursements.
  • Liaise with HRDC representatives to stay informed about compliance requirements and updates.

Talent and Organizational Development

  • Support the creation of career development plans, succession planning, and talent management initiatives.
  • Assist in identifying key development opportunities within the organization to enhance overall performance and employee growth.

Team and Project Support

  • Provide operational and administrative support to the HR team.
  • Coordinate and contribute to HR projects and strategic initiatives.
  • Offer assistance and backup support to other HR team members as needed.

General HR Duties

Employee Relations

  • Address employee queries and issues related to training and development.
  • Foster a positive and inclusive workplace culture.

Record Keeping and Reporting

  • Maintain detailed records of training activities, tracking metrics for continuous improvement.
  • Prepare regular reports on learning and development initiatives and outcomes.

QUALIFICATIONS

Education

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.

Experience

  • 3-5 years of HR experience, specifically focused on learning & development and organizational development.
  • Experience in creating training modules and conducting internal training sessions is required.
  • Familiarity with Malaysia HRDC processes is a plus.

Skills

  • Strong ability to design and deliver effective training programs.
  • Knowledge of HRDC grant application and claims processes.
  • Excellent written and verbal communication skills.
  • Strong organizational and time management abilities.
  • Discretion in handling confidential information.
  • Proficient in Microsoft Office Suite and HR software.
